Set a Public Hearing to Consider Amending City Code, Chapter 302, to Al- <br /> low for a Brewery and Off-Sale Retailing Liquor License (Former Consent <br /> Item 7.c) <br /> At the request of Mayor Roe, City Manager Malinen briefly reviewed this item as <br /> detailed in the RCA dated April 11, 2011. <br /> Councilmember McGehee noted that the proposed ordinance did not limit the <br /> number of this type of establishment; and suggested that the City only consider <br /> one establishment at this time until operations were put into practice and a deter- <br /> mination made on the number desired. <br /> Mayor Roe clarified that the ordinance was in draft form as a starting point for <br /> public information, with tonight's action only for establishing a Public Hearing to <br /> receive public comment; with further policy discussion by the City Council sub- <br /> sequent to that Public Hearing. <br /> City Manager Malinen differentiated breweries and brew pubs; and limitations <br /> under State Statute on their specific operations and retail sales. <br /> Councilmember Johnson noted that the City already had a brew pub selling <br /> "growlers," at Granite City; and questioned if special consideration was provided <br /> for their operation. <br /> City Manager Malinen clarified that Granite City had a full liquor license, and <br /> that they were an establishing selling food as well, and therefore, were licensed <br /> and regulated differently than other off-sales and the City's self-imposed limit of <br /> ten (10) such licensed establishments. <br /> Mayor Roe questioned if Granite City could sell alcohol products for removal <br /> from their site(off-sale); and if that was appropriate under their on-sale license. <br />
