<br />MAYOR DEMOS: I can answer her question. We have reserve <br />funds. When we increase the rates (inaudible) we build up some <br />reserves. Then in this period of time, where we received the <br />increase, we are using off those reserves. Now, when they <br />begin to peter down a bit, then we will again have to increase <br />the rates and pick that up. No, your property tax will not in- <br />crease. <br /> <br />MRS. DOROTHY RYAN: What about when you get the sewer and <br />the street? Is that going to increase the property value to <br />the point where it's going to increase the taxes? <br /> <br />MAYOR DEMOS: I don't think you're going to receive any <br />increase in assessments. No. One thing we have, as was earlier <br />referred to, we have bonds that have been sold through the <br />years and these are now being paid off each year. These merely <br />take up the slack and no, they do not increase your taxes. <br /> <br />MRS. DOROTHY RYAN: Thank you. <br /> <br />MAYOR DEMOS: Anyone else that wishes to be heard? If not, <br />I will close this hearing. <br /> <br />COUNCILMAN FRANKE than introduced the following resolution <br />and moved its adoption: <br /> <br />Resolution No. 7094 <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION <br />OF IMPROVEMENT NO. P-80-35 <br />UNDER AND PURSUANT TO <br />MINNESOTA STATUTES, CHAPTER 429 <br /> <br />BE IT RESOLVED by the Council of the City of Roseville, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statutes 1961, Chapter 429, as amended, the Council held a <br />public hearing on the proposed construction of Improvement No. <br />P-80-35 consisting of the installation of concete curb and <br />gutter, bituminous paving, and necessary appurtenances on <br />Brenner Avenue from Snelling Frontage Road to Albert Street, <br />as described in the Notice of Hearing at a cost presently <br />estimated at $113,522.10, and substantially in accordance with <br />the preliminary report as to the feasibility thereof which is <br />now on file in the office of the City Manager; and having con- <br />sidered the views of all interested persons and being fully <br />advised in the premises, the Council does hereby determine and <br />order that said improvement shall be constructed and financed, <br />and special assessments shall be levied therefor, pursuant to <br />said Chapter 429, and that the area ~roposed to be assessed <br />therefor shall include the property as described in the Notice <br />of Hearing. The City Public Works Director is directed to <br />prepare and submit to the Council the final plans and specifi- <br />ca tions. <br /> <br />5 <br />
