<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF ROSEVILLE, MINNESOTA <br /> <br />HELD - April 27, 1981 <br /> <br />Pursuant to due call and notice thereof, the City Council of <br />the City of Roseville, met in regular session at the City Hall on <br />Monday, the 27th day of April, 1981, at 7:30 P.M. <br /> <br />The following members were present: Mayor Demos, Councilmen <br />Franke, Johnson, Kehr and Curley <br /> <br />and the following were absent: None <br /> <br />Councilman Franke <br />moved its adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION NO. 7142 <br /> <br />WHEREAS, storm water runoff from a large area of Roseville/ <br />Shoreview discharges into Lake Owasso, Lake Wabasso and Grass Lake; <br />and <br /> <br />WHEREAS, Ramsey County has jurisdiction on said lakes and their <br />outlet facilities; and <br /> <br />WHEREAS, recent experience during heavy rainfall periods <br />indicate a high probability that problems exist in these lakes <br />and their interconnecting facilities during such situations; and <br /> <br />WHEREAS, a study is needed to determine the existing situations, <br />identify any problems that may be present, and propose alternatives <br />and recommended solutions to said problems; and <br /> <br />WHEREAS, Ramsey County, due to its responsibilities and past <br />involvements, is the logical agency to undertake such a study with <br />financial and technical contributions from the City of Roseville, <br />and potentially other governmental jurisdictions; and <br /> <br />WHEREAS, the County in the past has proposed to construct an <br />earth berm to protect homes at 408 and 420 Gramsie Road and provide <br />greater ponding ability for Grass Lake; and <br /> <br />WHEREAS, such berm has not been constructed to date; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br />of Rosevi 11 e, as follows: <br />
