~~ 7/?L(

Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

June I, 1981

Pursuant to due call and notice thereof, a regular meeting

of the City Council of the City of Roseville, Minnesota, was held

in the City Hall in said City on Monday, June 1, 1981, at 7:30

o'clock p.m.

The following members were present: Mayor Demos and Council-

men Curley, Kehr, Franke and Johnsoni and the following were

absent: None.

Also present were James F. Andre, City Manager; Roger Jensen

from the City Attorney's office; Charles Honchell, City Public

Works Director; and Peter S. Popovich, City Bond Consultant.

MAYOR DEMOS: We have six hearings this evening. We'll take
them in the order as on the agenda. The first hearing is that
of Project P-81-6, Cohansey from County Road B-2 to County Road
C, paving, curb and gutter.

MR. ANDRE: Mayor, I have the Certificate of Mailing and
Affidavit of publication on file. This was initiated by a peti-
tion by 60% of the frontage and it will require a 3/5 vote.

MR. HONCHELL: As mentioned, this project is the result of a
-petition from the property owners. It was signed by approxi-
mately 60% of the frontage involved. It covers a proposed improve-
ment of Cohansey from County Road B-2 on the lower part of your
screen to County Road C on the extreme north portion of the screen.
So it's laid out in a north-south direction. The existing roadway
is approximately 30 to 32 feet wide with what we call a road-mix
asphalt surface and rolled bit~uinous curb. The road is rolling,
with some slopes, although not severe. It is in fair condition.
There are no major driveway problems anticipated in the proposed
reconstruction of this roadway, as far as matching driveways. No
major problems anticipated in matching front yards. The proposed
roadway itself is what we call a typical Roseville standard - if
I could have that on the screen please. What this is is what we
call a seven-ton design, but for those of you that aren~t used to
our words, all that means is that it's a residential strength
road. It's proposed to be 32 feet wide, centered in the middle
of the right-of-way, so it's 16 feet in either direction to
where the face of the curb is. It would have concrete curb and
