City of Des Plaines Neighborhood Traffic Management Policy
CRITERIA
In order to provide an objective means for justifying the expense, resources and various trade -offs
associated with implementing traffic calming measures, the following criteria are to be used,
singularly and in combination, to determine whether there is an objective problem worthy of
further study:
1. 85th Percentile speeds more than 7 mph over the posted speed limit
2. A greater than average crash experience in a pattern that is related to unreasonable volumes
or speeds
3. Cut through traffic in excess of 50 percent of the average daily traffic on the street during peak
hours
4. Other facts and circumstances that, in the judgment of the Staff Traffic Advisory Committee,
establish the existence of a problem which warrants consideration by the Committee, despite
the failure to satisfy the criteria listed in 1, 2 or 3 of this section.
