Consider United Properties Request for Rezoning Ordinance and Resolution <br /> Approving Preliminary & Final Plat for Assisted Living on Cleveland Ave- <br /> nue <br /> City Planner Thomas Paschke briefly summarized the rezoning request as detailed <br /> in the RCA dated May 9, 2011; with unanimous recommendation by the Planning <br /> Commission. <br /> Councilmember McGehee questioned if there were significant differences be- <br /> tween HDR-1 and HDR-2 zoning that would require this change. <br /> Mr. Paschke advised that the City had reviewed this project for this property a <br /> number of years ago; and while this project coming forward now was similar to <br /> that for an Assisted Living facility done previously approved as a PUD under <br /> Concept approval, once the housing market had declined, both the Assisted Liv- <br /> ing and Senior Cooperative projects had been put on hold. Mr. Paschke advised <br /> that, due to that delay, and since original approval, the City had since adopted a <br /> new zoning code, with PUD's no longer allowed; and the HDR-2 zoning would <br /> allow enough flexibility for the project to meet setback and number of units per <br /> acre requirements. <br /> Councilmember McGehee questioned if there would be a problem in the project <br /> proceeding as envisioned if the zoning remained HDR-1. <br /> Mr. Paschke opined that they would probably not meet requirements for the num- <br /> ber of units allowed; with density obviously impacted; and potentially setbacks. <br /> Councilmember McGehee questioned who the Development Review Committee <br /> (DRC) consisted of with Mr. Paschke advising that it consisted of one or more <br /> representatives from all or applicable City departments. <br /> Councilmember McGehee asked if it was a standing group; and expressed curiosi- <br /> ty on financial questions related to tax increment financing (TIF) on this project. <br /> Mr. Paschke advised that the DRC was a standing review committee for all appli- <br /> cations and permits; however, he advised that he could not respond to the TIF <br /> question as it wasn't within the realm of land use. <br /> Community Development Director Patrick Trudgeon addressed the TIF assistance <br /> provided as part of the first phase of the Applewood Point development and this <br />
