Discuss Resolution Requesting Reliability Reports for Electric Power for <br /> Roseville Service Area <br /> Two bench handouts were provided related to this item, attached hereto and <br /> made a part hereof consisting of a letter dated May 3, 2011 from the State Attor- <br /> ney General to Xcel Energy; and a May 5, 2011 response form Xcel Energy to the <br /> Suburban Rate Authority information requests. <br /> Mayor Roe noted that this request had been generated by a resident and as a result <br /> of a requested rate increase by Xcel Energy. <br /> Mr. Schwartz reviewed events since this item had last come before the City <br /> Council; and since distribution of the agenda packet materials. Mr. Schwartz ad- <br /> vised that Xcel Energy had met with staff and Mr. Lambert to address his infor- <br /> mation request and to discuss Xcel's management of their system and devices <br /> scheduled for replacement; and their outage history in the Brenner/Millwood <br /> neighborhood; and related problems experienced that created those outages. Mr. <br /> Schwartz noted that Xcel anticipated delivery of specific information to the City <br /> and Mr. Lambert in the near future. Mr. Schwartz advised that Ms. Collette Ju- <br /> rek, with Xcel Energy, was present at tonight's meeting to respond to any ques- <br /> tions or concerns of the City Council. Mr. Schwartz advised that the proposed or- <br /> dinance had been drafted prior to the additional information having been pro- <br /> vided; as per Mr. Lambert's original request. If the resolution was to be ap- <br /> proved, Mr. Schwartz suggested that staff include a cover letter updating events <br /> since Mr. Lambert's original request; and forwarded for the administrative hear- <br /> ing for the rate case. <br /> Collette Jurek, Community Relations Manager for Xcel Energy <br /> Ms. Jurek advised that Xcel was working with Mr. Lambert on good faith efforts; <br /> and addressing previous outages; and was committed to providing the information <br /> requested by Mr. Lambert, upon further review of that request in meeting new in- <br /> formation release standards related to Homeland Security issues. <br /> Ms. Jurek reviewed national standards and specific data related to Mr. Lambert's <br /> neighborhood and the service reliability; average national and Roseville results <br /> over the last three years and comparisons to east and west metro area service cen- <br /> ters in Minnesota; outage history summaries since 2007 and common causes of <br /> tree interference with overhead lines and subsequent trimming; with no outages <br /> reported to Mr. Lambert's residence since July of 2010; and Xcel's need to <br /> recreate data similar to that received by Mr. Lambert from 2001 —2003. <br />
