Regular City Council Meeting <br /> Monday,May 09,2011 <br /> Page 30 <br /> Pust moved, Willmus seconded, adoption of Resolution No. 10902 (Attachment <br /> C) entitled, "Resolution Calling Public Hearing on the Proposed Adoption of a <br /> Modification to the Development Program for Development District No. 1; and <br /> the Proposed Adoption of a Modification to the Tax Increment Financing Plan for <br /> Tax Increment Financing District No. 18;" scheduled for Monday, June 13, 2011 <br /> at approximately 6:00 p.m. <br /> Roll Call <br /> Ayes: McGehee; Johnson; Willmus; Pust; and Roe. <br /> Nays: None. <br /> Mr. Lenhoff asked that City Council ask questions of AEON through staff; with <br /> Mr. Trudgeon noting that a draft of the proposed amendment would be available <br /> on June 13, 2011. <br /> d. Receive Lawful Gambling Task Force Report <br /> Two bench handouts were presented related to this item: en e-mail dated May 8, <br /> 20111 from Roger B. Hess, Jr.; and a revised "SECOND Amended Agreement <br /> Related to the Roseville Community Fund;" attached hereto and made a part he- <br /> reof. <br /> Councilmember Pust recused herself from the bench as a Councilmember, and <br /> advised that she would not be participating in this discussion on behalf of the City <br /> Council and would be abstaining from any action; and was serving instead as the <br /> President of the North Suburban Community Foundation. Ms. Pust also intro- <br /> duced Don Zibell, a member of the North Suburban Community Foundation since <br /> its creation in 1991, as well as its Treasurer since the Foundation's inception. <br /> Ms. Pust noted that the need for amendments and revisions to update the Agree- <br /> ment between the North Suburban Community Fund, as administrator, and the <br /> Roseville Community Fund, had come forth as a City Council subcommittee had <br /> been formed to review the City's current gambling ordinance, specifically how <br /> many locations a particular organization could have in Roseville for charitable <br /> gambling. Ms. Pust noted that her involvement relating to the NSCF was only <br /> part of the discussion; and she was not addressing the initial issue at this time. <br /> Ms. Pust reviewed the background of the creation of the Roseville Community <br /> Fund, seen as on the cutting edge of local level gambling regulation and recog- <br /> nized by Attorney General Skip Humphrey at the time the City passed their ordin- <br /> ance in the 1990's. Ms. Pust noted that at the same time, the State of MN had <br /> passed legislation allowing municipalities allowing charitable gambling with op- <br /> tions, one of which was to establish a 10% fund, with all licensed entities paying <br /> 10% of their net profits to this fund to be used by the City on various charitable <br /> purposes, or funding Police and/or Fire activities, exclusive of any pension fund- <br />
