Regular City Council Meeting <br /> Monday,May 09, 2011 <br /> Page 4 <br /> Johnson moved, Willmus seconded, approval of the minutes of the April 25, 2011 <br /> meeting as presented. <br /> Roll Call <br /> Ayes: McGehee; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> Abstentions: Pust <br /> Motion carried. <br /> Joint Meeting with the Planning Commission <br /> Planning Commissioners present included Chair Daniel Boerigter; Vice-Chair John Gis- <br /> selquist; Commissioner Joe Wozniak; Peter Strohmeier; and Michael Boguszewski <br /> Planning Commission Chair Daniel Boerigter sought feedback from the City Council on <br /> topics they saw coming before the Commission in 2011/2012, in addition to those already <br /> slated: Twin Lakes Regulating Map; additional work on the updated Zoning Code. Chair <br /> Boerigter noted that Councilmembers typically watched the Commission meetings as <br /> well as receiving their meeting minutes, so were aware of the activities and discussions at <br /> that level. <br /> Councilmember Pust asked that the Planning Commission carefully review the City's <br /> Shoreland Ordinance from a zoning and development perspective as it is updated follow- <br /> ing Department of Natural Resources (DNR) mandated revisions; and taking into consid- <br /> eration recommendations of the Public Works, Environment, and Transportation Com- <br /> mission. Specifically, Councilmember Pust noted past issues on Lake Owasso and struc- <br /> tures being built too close to the shoreland, with that entire issue not currently addressed <br /> well in City Code; needing to be addressed from a land use perspective as well as from an <br /> environmental stewardship perspective. <br /> Councilmember Willmus requested more timely copies of draft meeting minutes follow- <br /> ing their meeting, specifically when an issue is coming before the City Council. While <br /> the City Council typically receives excerpts of those meeting minutes as part of staff re- <br /> ports, Councilmember Willmus expressed his preference that a copy of the complete mi- <br /> nutes be provided. <br /> Councilmember Johnson noted that the City's Communication staff was doing a great job <br /> in airing the Planning Commission meetings consistently on Sunday evenings at 8:00 <br /> p.m.; usually prior to upcoming City Council meetings, making it easier to stay aware of <br /> land use cases. <br /> Councilmember Johnson noted the need for future discussion on buffers between medium <br /> and high density residential properties and single-family residential properties; with <br /> Mayor Roe noting that the topic was included on the City Council's work plan. Mayor <br /> Roe noted that it was one of several technical planning/zoning adjustments found needing <br /> further revision following the recent Zoning Code adoption. <br />
