In addition, Mr. Lambert provided written and oral <br /> public testimony in Xcel's current electric rate case at the public hearing on April 13,2011 in St. <br /> Paul. <br /> According to Mr. Lambert, between 1984, when he built his house, and 1998, he <br /> experienced an electrical outage every year or two. Beginning in 1998, when he began to track <br /> his outages, he was experiencing six outages per year. Between 1998 and the present, <br /> Mr. Lambert reports that his neighborhood has averaged 3.5 outages per year with an average <br /> duration of one hour and 44 minutes, or about six hours per year. Mr. Lambert states that in <br /> 2003, Roseville city officials hosted a discussion at City Hall regarding Mr. Lambert's <br /> neighborhood's outage history with Xcel. Mr. Lainbert notes that Xcel piovided reports shoving <br /> that the SAIDI values,for the feeders supplying Roseville was 248, 172, and•256 minutes for <br /> 2000, 2001, and 2002, respectively, approximately two to three times higher than the national <br /> median. Mr. Lambert indicates that on April 19, 2010, Roseville again invited Xcel to a City <br /> Hall meeting to discuss Mr. Lambert's neighborhood's continuing outage problems. However, <br /> according to Mr. Lambert, Xcel refused to produce the feeder performance reports like those it <br /> had provided in 2003. Mr. Lambert asks: (1)That Xcel provide Feeder Performance Lists to any <br /> city that requests them; and (2) That Xcel publish a list of the feeders that have a SAIDI that <br /> exceeds the 90 minute median value for North Americanoutilities, along with cost estimates for <br /> • <br /> upgrading the system to bring the feeders to the national median value. Mr. Lambert is <br /> concerned that Xcel is inaccurately reporting its outage durations, which was the subject of an <br /> investigation in docket 02-2034. <br /> I ask that you review this matter as quickly as possible and address Mr. Lambert's <br /> concerns.
