May 14,2000 <br /> Leadership of the City of Roseville: <br /> Mayor John Kysylyczyn <br /> Council Member John Goedeke <br /> Council Member Dean Maschka <br /> Council Member Barb Mastel <br /> Council Member Donn Wiski <br /> City Manager Steve Sarkozy <br /> Police Chief Paul Wood <br /> To the Leadership of the City of Roseville: <br /> We have learned that on Monday,May 15,the City of Roseville will be considering a <br /> recommendation from Tom Alleva of our Police Department to significantly increase penalties <br /> for retailers who sell alcohol to minors. We are writing to you as residents of Roseville and <br /> parents in this community to ask you to support Mr.Alleva's recommendations. <br /> We would ask you to consider this proposal not from the standpoint of"hurting businesses",but <br /> rather from the standpoint of protecting and helping our children. We personally know several <br /> alcohol retailers who both live and work in our community,and know them to be fine and <br /> honorable people. We certainly wish them no harm. We do believe,however,that Roseville <br /> must state and practice an absolutely clear message that youth in our community will never have <br /> access to alcohol. <br /> Please consider the following two points: <br /> b Research has clearly demonstrated that the earlier a young person starts drinking,the higher <br /> the likelihood that the individual will develop a drinking problem in later life;for youth <br /> • <br /> drinking below the age of 15, it is almost a certainty that they will develop a problem. <br /> b Accidents and suicide are leading causes of death for teenagers in Minnesota. Alcohol has <br /> repeatedly been a major factor in both. The recent suicide of a RAHS student was reportedly <br /> precipitated by a drinking binge the night before his death. <br /> Our hope is that you as the leaders of the City of Roseville will be able to find common ground <br /> with alcohol retailers to collectively act in the best interest of our children and our community. In <br /> any event,we ask you as our elected and appointed leaders to listen carefully to and support the <br /> proposal that is presented to you on May 15 by Mr.Alleva.
