A <br /> Regular City Council Meeting <br /> Monday, May 23,2011 <br /> Page 15 <br /> Mr. Trudgeon and Mayor Roe recalled that both ADU's were attached. <br /> Councilmember McGehee spoke in support of remaining flexible in regulating re- <br /> habilitation of existing structures or new construction; and defining the purpose of <br /> allowing ADU's, whether to provide infill development or to accommodate prop- <br /> erty owners who have adult children or aging parents needing housing nearby. <br /> Mr. Trudgeon advised that the original intent of allowing ADU's in Roseville <br /> was to address the needs of elderly parents or returning adult children; noting that <br /> providing alternative housing was not typically considered, as there were more af- <br /> fordable traditional family settings in apartment buildings. Mr. Trudgeon advised <br /> that he did not anticipate a number of applications coming forward; however, it <br /> may serve as an option to accommodate aging baby boomers and indicated that a <br /> good measure of its success will be if the City could accommodate residents and <br /> remain fresh with housing trends. Mr. Trudgeon noted that demographers were <br /> pushing ADU's as an alternate housing option, and opined that it could be a good <br /> option as long as there were good procedures and checks/balances in place. <br /> Councilmember McGehee opined that the City was not short of affordable apart- <br /> ment housing in Roseville at this time; and further opined that if ADU's became <br /> common in LDR zoned areas, they would significantly change those neighbor- <br /> hoods; and such ramifications should be kept in mind as the City moved forward, <br /> and require additional input should they prove more popular than staff anticipated. <br /> Mayor Roe noted that City Code could always be revised for what was or was not <br /> permitted, as had been done in the past. <br /> Mr. Trudgeon sought a directive on Council preferences for attached or detached <br /> structures. <br /> Councilmember Johnson spoke in support of both with tighter regulations. <br /> Councilmember McGehee spoke in support of attached ADU's. <br /> Mayor Roe suggested keeping them as currently stated, subject to final approval; <br /> noting that this would change the charts of uses permitted in LDR-1 zoning, but <br /> would not allow ADU's in other districts where currently permitted or not; and <br /> would remove CU's from that section as well, with inclusion of the new ADU <br /> provisions. <br /> Mr. Trudgeon advised that staff would proceed to draft language in ordinance <br /> form for City Council review again prior to taking it before a public hearing at the <br /> Planning Commission level. <br />
