Regular City Council Meeting <br /> Monday,June 13,2011 <br /> Page 18 <br /> Pust moved, Roe seconded, appointment of Councilmember Jeff Johnson as the <br /> City's representative to the Northwest Youth and Family Services Board of Direc- <br /> tors. <br /> At the request of Mayor Roe, Councilmember Johnson confirmed that he would <br /> be interested in serving on the NYFS Board of Directors. <br /> Roll Call <br /> Ayes: Pust; Willmus; McGehee; and Roe. <br /> Nays: None. <br /> Abstentions: Johnson <br /> Motion carried. <br /> Public Comment <br /> While having no problem with the Council appointment, Mr. Houck questioned <br /> the annual funding by the City for this organization. <br /> City Manager Malinen estimated at $40,000 to $50,000.00. <br /> Mr. Houck questioned the justification for the City giving taxpayer funds to a pri- <br /> vate, non-profit organization when times are tight. <br /> Councilmember Pust advised that this organization reported directly to the City of <br /> Roseville, and had done so over the last thirty(30) years; and provided family as- <br /> sistance, senior chore assistance, and youth training programs. Councilmember <br /> Pust advised that the School Districts also helped fund this non-profit, and one of <br /> their programs entitled NETS, provided non-traditional students with mental <br /> health services for their re-entry into the school system. Whether or not the gov- <br /> ernment has a role in that, Councilmember Pust opined that families and com- <br /> munities were stronger and healthier. <br /> Mr. Houck opined that he had no problem with their work; only with the City <br /> funding it. Mr. Houck advised that the County funded charitable works, but that <br /> the City was not in a position to give taxpayer monies to particular non-profits, <br /> when there were other non-profits doing equally good work who were not receiv- <br /> ing any funding from the City. <br /> Mayor Roe opined that this was a judgment made by City government over a <br /> number of years, and results that had been borne out as part of the annual NYFS <br /> report proved that it was providing good returns for the City's investment. Mayor <br /> Roe opined that the long-term benefits to the community were through the <br /> NYFS's intervention with youth to avoid them becoming career criminals. <br /> Mr. Houck stated his position, and opined that the NYFS would get their funding <br /> whether the City participated or not. <br />
