I would like to suggest the possibility of <br /> using the following as metrics. I have based these on the basic topics and information that are presented in the <br /> goals in the packet. I hope we can have a discussion as the goals of the City Manager are ultimately our goals,and <br /> they should be measurable. <br /> 1. Organizational: <br /> a. Investigate and report on possible reorganizations <br /> i. HRA <br /> ii. Community Development <br /> b. Report on potential for use of contract personnel <br /> a. Report on possibilities for sharing resources <br /> 2. Fiscal Management: <br /> a. Develop and present new policies <br /> i. Reserve Levels <br /> ii. Balanced Budget <br /> iii. Increased Tax Capacity <br /> b. Design and present plans and methods for achievement <br /> c. Report on fiscal plans for proposed Fire Station <br /> 3. Relationship with Council: <br /> a. Continue to meet with Council monthly <br /> b. Initiate and report on proposed initiatives <br /> i. Electronic material use <br /> ii. Enhanced openness with public <br /> 4. Long Range Planning: <br /> a. Arrange for strategic planning meetings <br /> i. Annual with all department heads <br /> ii. Quarterly report on issues <br /> iii. Additional reports and meetings as necessary <br /> b. Report on methods and impact of plans on budget <br /> 5. Public Relations: <br /> a. Provide new initiatives for informing public <br /> b. Present initiatives to encourage neighborhoods <br /> c. Develop methods and processes for meaningful resident involvement <br /> 6. Intergovernmental Relations: <br /> a.
