City of Des Plaines Neighborhood Traffic Management Policy <br />CRITERIA <br />In order to provide an objective means for justifying the expense, resources and various trade -offs <br />associated with implementing traffic calming measures, the following criteria are to be used, <br />singularly and in combination, to determine whether there is an objective problem worthy of <br />further study: <br />1. 85th Percentile speeds more than 7 mph over the posted speed limit <br />2. A greater than average crash experience in a pattern that is related to unreasonable volumes <br />or speeds <br />3. Cut through traffic in excess of 50 percent of the average daily traffic on the street during peak <br />hours <br />4. Other facts and circumstances that, in the judgment of the Staff Traffic Advisory Committee, <br />establish the existence of a problem which warrants consideration by the Committee, despite <br />the failure to satisfy the criteria listed in 1, 2 or 3 of this section. <br />Page 4 of 12 <br />
