275 Mr. Ferrington advised that he was reassured by tonight's discussion and everyone's attempts to <br />276 communicate the various steps in the process for the vision to be fully developed. Mr. <br />277 Ferrington asked if there were meeting minutes available from the third stakeholder's meeting. <br />278 <br />279 Member Von De Linde suggested Ms. Correll's power point presentation and posters displayed <br />280 at the meeting that were very informative. <br />281 <br />282 Chair Pro -tem questioned if and how those items could be included for reference and information <br />283 on the GLWMO Board's website. <br />284 <br />285 Member Von De Linde expressed her personal frustration in how best to communicate with the <br />286 broadest possible audience; noting the numerous attempts in seeking comment from which media <br />287 source those attending the meeting had become aware of the meeting; and the apparent findings <br />288 that those attending were finding out though personal invitation and /or via word -of- mouth. <br />289 <br />290 Mr. Ferrington noted Member Von De Linde's identification of the importance of one -to -one <br />291 communication and neighborhood networks. <br />292 <br />293 Chair Pro -tem noted that the Board had counted on Mr. Ferrington using those very methods <br />294 with the Lake Owasso Association. <br />295 <br />296 Mr. Ferrington noted the many people needing to be involved; and his personal perception of <br />297 what happened in the miscommunication concerns. Mr. Ferrington advised that he tried to fulfill <br />298 the role as communicator with the Association; and was attempting to perform that role in <br />299 communicating the pulse of the people to the GLWMO Board tonight; and offered his <br />300 willingness to work with the GLWMO Board however possible moving forward. Mr. Ferrington <br />301 opined that this discussion, memorialized in the meeting minutes, should once again reiterate the <br />302 GLWMO Board's intent in clarifying that it is only at the planning stage at this time. Mr. <br />303 Ferrington opined that the letter to the GLWMO Board from the Lake Owasso Association <br />304 residents was polite and constructive, and whether justifiable or not, conveyed the thoughts of <br />305 those residents. <br />306 <br />307 Member Von De Linde thanked Mr. Ferrington for bringing the issue to the Board's attention; <br />308 noting that as the largest body of water in the GLWMO, Lake Owasso residents were huge <br />309 stakeholders in the process. <br />310 <br />311 TMDL Grant Request Discussion with Ms. Brooke Asleson, MPCA <br />312 Ms. Brook Asleson with the Minnesota Pollution Control Agency (MPCA) advised the GLWMO <br />313 Board of current efforts of the MPCA in working with watershed districts and water management <br />314 organizations on water body protection efforts. Ms. Asleson referenced the "303D" list of <br />315 impaired waters, the study of sources of pollutants and how to bring them back up to standard. <br />316 Ms. Asleson advised that the MPCA was now looking at all water bodies as a whole in various <br />317 water management organizations, not just individual lakes, due to many of them draining into <br />318 each other within a watershed area and impacting each other. <br />319 <br />7 <br />
