<br />EXTRACT OF MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOTA, HELD November 12 ,1981 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call <br />meeting of the City Council of <br />sota, was duly called and held <br />on the --12.t.h day of November <br />p.m. <br /> <br />and notice thereof, a SPECIAL - <br />the City of Roseville, Minne- <br />at the City Hall in said City <br />, 1981, at 5:00 o'clock <br /> <br />The following members were present: <br />Franke, Kehr, Johnson and Demos. <br />and the following members were absent: Curley <br /> <br />Member Franke introduced the following <br />resolution and moved its adoption: <br /> <br />RESOLUTION NO. 7271 <br /> <br />WHEREAS, the zoning classifications in the follow- <br />ing area of Roseville are in need of changing to be consistent <br />with a comprehensive plan. Said area is described as follows: <br /> <br />All that land lying north and west of Interstate <br />Highway 35W and east of the Hinnesota Belt Line <br />Railroad right-of-way and south of a line parallel <br />to and 850 feet North of County Road C. <br /> <br />WHEREAS, the City has been informed that some of <br />the present uses of land in the above area are old and <br />potential for changes in the near future. <br /> <br />WHEREAS, the City has been informed that some of <br />the present uses of said land are about to change and which <br />change makes the present zoning classifications inconsistent <br />with good planning and inconsistent with the comprehensive <br />plan of the City. <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br />1. A moratorium is hereby declared on all develop- <br />ment of the above area until the Planning Commission and <br />City Council have adopted a new plan with new zoning classi- <br />fications for above area. <br /> <br />2. This matter is hereby referred to the Planning <br />Commission to develop a new plan including new zoning classi- <br />fications and to proceed to hold public hearing as required <br />for any rezoning and report back to the City Council. <br /> <br />3. This moratorium shall prohibit the issuing of <br />any building permits or any other permit which is required <br />to develop land, and any application for rezoning, special <br />use permits or variances shall not be processed by the City <br />staff until after the expiration of this moratorium. <br />
