Commissioner Grefenberg said he thought this was a 10-year plan. He asked since <br /> there was a current group that deals with charitable gambling, should the HRC <br /> compete with that. He reiterated Curti?s comment that we need to gauge the City <br /> Councli?s opinion before doing work on this. <br /> Commissioner Grefenberg said the commission should focus on doing things and <br /> then seeing whether we need financial support. The HRC did not spend 70% of its <br /> 2010 budget so why is it looking for increased funds. He said he thought that we <br /> were not ready for this step. <br /> Commissioner Kennedy said she appreciated the creativity of so many ideas and she <br /> is hearing the vision that we need to have sustainable funding. <br /> Chair Singleton said this is just one idea. He did not believe it would compete with <br /> the Roseville Charitable Fund. <br /> Curti explained that the Roseville Charitable Fund receives a percent of the <br /> charitable gambling profits within the City of Roseville. The Fund is distributed on a <br /> quarterly basis to organizations within the city that are doing charitable services for <br /> the community. <br /> Commissioner Grefenberg suggested that every commissioner submit ideas so every <br /> commissioner has a say in developing a strategic plan. Commissioner Grefenberg <br /> asked staff to bring copies of the strategic plan to the January meeting. <br /> The agenda item was continued to the next meeting. <br /> Commission Meeting Minutes <br /> January 11, 2011 <br /> Initiatives for 2011 <br /> Chair Singleton explained that he looked into cities offering mediation for residents. <br /> He found that Bloomington, Minneapolis, St. Cloud, St. Paul and Winona offer <br /> mediation. Minneapolis, St. Paul and St. Cloud have paid staff, while Bloomington <br /> and Winona have Human Rights Commission volunteers conduct mediations. <br /> Chair Singleton said by offering mediation services for human rights complaints in <br /> the City, the Commission becomes more engaged. It educates the community about <br /> issues and it helps the City to resolve something before it becomes a bigger issue. <br /> He noted that the City used to mediate complaints but has not done so for many <br /> years. <br /> Chair Singleton spoke with a Bloomington staff member to see how they handle <br /> complaints. A complaint first goes to the Administration Department, which then <br /> sends it to the Commission Chair. The Chair reviews it to see whether it is within the <br /> Internal Affairs Committee Recommendations to Amend Strategic Plan 6 <br />
