<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the <br /> <br />City Council of the City of Roseville, Minnesota, was duly held at the <br /> <br />City Hall in said City on Monday, the 14th day of December, 1981, at <br /> <br />7:30 p.m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br /> <br />Johnson, Franke, Curley, and Kehr; and the following were absent: None. <br /> <br />Councilman Kehr introduced and moved the adoption of the following <br /> <br />resolution: <br /> <br />RESOLUTION NO. 7284 <br /> <br />RESOLUTION OPPOSING METRO COUNCIL PLAN <br />FOR SURFACE WATER MANAGEMENT <br /> <br />WHEREAS, the Metropolitan Council is proposing a Surface Water <br /> <br />Management Plan for the Twin City area, and <br /> <br />WHEREAS, the Surface Water Management Plan would become the fifth <br /> <br />metropolitan system similar to sewers, airports, parks and open space <br /> <br />and transportation, and <br /> <br />WHEREAS, the establishment of such a system plan would create another <br /> <br />level of authority for review and approval in addition to the Watershed <br /> <br />Board, the County, the State Department of Natural Resources, and in <br /> <br />certain situations, the U. S. Corps of Engineers, and <br /> <br />WHEREAS, the proposed division of 43 secondary watersheds places the <br /> <br />northeast portion of Roseville into the St. Paul watershed, even though runoff <br /> <br />is in the opposite direction and should not be included in said watershed, and <br />
