EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF ROSEVILLE, MINNESOTA - HELD JANUARY 25, 1982 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was duly held at the City Hall in said City on Monday, January 25, 1982, at 7:30 p.m. The following members were present: Franke, Kehr, Curley, Johnson, and Demos. and the following were absent: None. Member Kehr introduced and moved the adoption of the following resolution: RESOLUTION NO. 7298 M1EREAS, the City of Roseville is a community of approximately 35,000 people organized and operating under the Council-Manager form of government (Plan B), and WHEREAS, the City of Roseville in its early stage of growth and development approved an ordinance which adopted M.S. 419 by reference, and WHEREBY, such ordinance and statute provides that all sworn officers, regard- less of rank, belong to a Police Civil Service system, and WHEREAS, the Roseville City Council does not have the statutory authority to amend or modify any of the Civil Service provisions to respond to local needs, and WHEREAS, the City of Roseville believes the positions of Chief of Police and Deputy Police Chief are the two top management positions, and such positions should be fully responsive to the City Manager, as are other management personnel in the City, and WHEREAS, the Civil Service system potentially provides the opportunity for something less than full managerial responsiveness because of the protected nature of the positions, and millREAS, the City of Roseville believes it should have the ability to organize and administer its affairs in t he manner in which it deems appropriate.
