<br />EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOTA - HELD JANUARY 25, 1982 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council <br />of the City of Roseville, Minnesota, was duly held at the City Hall in said City on <br />Monday, January 25, 1982, at 7:30 p.m. <br /> <br />The following members were present: Franke, Kehr, Curley, Johnson, and Demos. <br /> <br />and the following were absent: <br /> <br />None. <br /> <br />Member Kehr <br /> <br />introduced and moved the adoption of the following resolution: <br /> <br />RESOLUTION NO. 7298 <br /> <br />M1EREAS, the City of Roseville is a community of approximately 35,000 people <br />organized and operating under the Council-Manager form of government (Plan B), and <br /> <br />WHEREAS, the City of Roseville in its early stage of growth and development <br />approved an ordinance which adopted M.S. 419 by reference, and <br /> <br />WHEREBY, such ordinance and statute provides that all sworn officers, regard- <br />less of rank, belong to a Police Civil Service system, and <br /> <br />WHEREAS, the Roseville City Council does not have the statutory authority to <br />amend or modify any of the Civil Service provisions to respond to local needs, and <br /> <br />WHEREAS, the City of Roseville believes the positions of Chief of Police and <br />Deputy Police Chief are the two top management positions, and such positions should <br />be fully responsive to the City Manager, as are other management personnel in the <br />City, and <br /> <br />WHEREAS, the Civil Service system potentially provides the opportunity for <br />something less than full managerial responsiveness because of the protected nature <br />of the positions, and <br /> <br />millREAS, the City of Roseville believes it should have the ability to organize <br />and administer its affairs in t he manner in which it deems appropriate. <br />
