<br />EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOTA - HELD JANUARY 25, 1982 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, Minnesota, was duly held at the City Hall <br />in said City on Monday, January 25, 1982, at 7:30 p.m. <br /> <br />The following members were present: Franke, Kehr, Curley, Johnson and Demos. <br /> <br />and the following were absent: None. <br /> <br />Member Kehr <br /> <br />introduced and moved the adoption of the following resolution: <br /> <br />RESOLUTION NO. 7299 <br /> <br />WHEREAS, the Legislative Commission on Employee Relations (LCER) is con- <br />sidering a proposal to abolish the Public Employment Relations Board (PERB) <br />and its functions be assigned to the Bureau of Mediation (BMS), and <br /> <br />WHEREAS, the basis of said proposal is that two administrative agencies are <br />unnecessary and cumbersome; a combined agency would provide more efficient <br />administration, District Court provides an adequate appeal process from the <br />Bureau of Mediation, and such changes would implicitly result in cost savings <br />to the City, and <br /> <br />WHEREAS, the City of Rosevi 11 e beli eves the PERB to be a useful and <br />acceptable part of the appellate procedure, as evidenced from the high per- <br />centage of cases resolved at the Board 1 evel, and <br /> <br />WHEREAS, the City of Roseville believes the appeal process through the <br />District Courts would involve an extended period of time and not resolve <br />critical bargaining unit issues in a timely manner, and <br /> <br />WHEREAS, the City of Roseville believes the PERB function, as an appellate <br />Board, is a substantially less costly process than District Court, and <br /> <br />WHEREAS, the City of Roseville beli eves the PERB is a function which demands <br />a highly specialized area of expertise, and the decisions of such Board are more <br />likely to be consistent in interpreting the Public Employment Labor Relations Act. <br /> <br />THEREFORE, BE IT RESOLVED, that the City or Rosevi11 e is opposed to proposals <br />currently before the LCER to abolish the Public Employment Relations Board, and <br />to request the Roseville legislative delegation and the Legislative Commission on <br />Employee Relations to vote against such proposals. <br />
