Regular City Council Meeting <br /> Monday,June 20,2011 <br /> Page 21 <br /> Councilmember Pust opined that the City Council needed to look at these num- <br /> bers more thoroughly; further opining that it appeared similar to the state formerly <br /> having multiple school districts that were eventually merged when they became <br /> unaffordable. Councilmember Pust advised that she needed to personally under- <br /> stand the pros and cons for reducing this WMO and merging it with another <br /> WMO; expressing surprise that smaller organizations could govern less expen- <br /> sively than a larger organization. <br /> Mr. Miller advised that as a board, the GLWMO was currently reviewing gover- <br /> nance and finance options; recognizing that there could be cost savings from mer- <br /> gers, but too early in the process to make that judgment. <br /> Councilmember Pust thanked the GLWMO Board for their commitment to con- <br /> tinue that review. <br /> Mayor Roe questioned if the City of Roseville participated in either of the Board <br /> of Directors for the CRWD or RCWD. <br /> Mr. Petersen advised that both the CRWD and RCWD Boards were appointed by <br /> the Ramsey County Board of Commissioners, with representation scattered <br /> throughout the geographical area of those districts. <br /> Councilmember Willmus echoed the comments of Councilmember Pust, express- <br /> ing his curiosity in the findings of the GLWMO Board's task force. <br /> Councilmember McGehee questioned the rationale for the GLWMO not seeking <br /> to link or be merged with CRWD. <br /> Mr. Miller advised that the option of who to merge with would not be under the <br /> control of the GLWMO if they dissolved, but was at the discretion of BSWR. <br /> Mr. Petersen advised that the BSWR rationale in merging the GLWMO with <br /> Ramsey/Washington Metro Area Watershed District was based on how the water <br /> flowed from one outlet to another, and the state's overall management of that hy- <br /> drological system. <br /> Councilmember McGehee, who attended the open houses for the GLWMO's <br /> Third Generation Plan, complimented the GLWMO Board on their educational <br /> materials and approach to presenting that information to the public; as well as the <br /> number of the public attending and showing interest. While awaiting their final <br /> proposal, Councilmember McGehee expressed her interest in keeping the <br /> GLWMO sustainable to serve as a more local resource. <br />
