<br />13~ <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 22, 1982 <br /> <br />Pu,rsuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, February 22, 1982, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager,_ Robert Bell <br /> <br /> <br />of Peterson, Bell & Converse, City Attorney; David Drown of the <br /> <br />City Public Works Department; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />MAYOR DEMOS: Improvement No. P-8l-23, concrete curb and <br />gutter and bituminous surfacing for Patton Road between Stan- <br />bridge and Brenner. <br /> <br />MR. ANDRE: We have the Affidavit of Publication and Cer- <br />tificate of Mailing on file. <br /> <br />MR. DROWN: This project is also the result of a petition <br />representing, in this case, 50% of the ownership along Patton <br />Road from Stanbridge Avenue on the south to Brenner Avenue on <br />the north. The petition was requesting the upgrading of the <br />existing street to City standards. I guess I can point out at <br />this time that later on this evening there will also be a <br />hearing on the improvement of Brenner Avenue, as shown here, <br />so some of the comments we make on Patton Road in the next <br />minute or two will also apply to Brenner Avenue. <br /> <br />The existing street is also a road-mix street. The width <br />is generally 29 to 30 feet and it's more or less centered in <br />the middle of the 60 foot right-of-way. The roadway grades <br />here, as in the last improvement, are relatively flat, ranging <br />from 2% to down to about 1/2% and in some locations there is <br />also very little crown in the roadway.
