13~ Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota February 22, 1982 Pu,rsuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, February 22, 1982, at 7:30 o'clock p.m. The following members were present: Mayor Demos and Councilmen Curley, Kehr, Franke and Johnson; and the following were absent: None. Also present were James F. Andre, City Manager,_ Robert Bell of Peterson, Bell & Converse, City Attorney; David Drown of the City Public Works Department; and Peter S. Popovich of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. MAYOR DEMOS: Improvement No. P-8l-23, concrete curb and gutter and bituminous surfacing for Patton Road between Stan- bridge and Brenner. MR. ANDRE: We have the Affidavit of Publication and Cer- tificate of Mailing on file. MR. DROWN: This project is also the result of a petition representing, in this case, 50% of the ownership along Patton Road from Stanbridge Avenue on the south to Brenner Avenue on the north. The petition was requesting the upgrading of the existing street to City standards. I guess I can point out at this time that later on this evening there will also be a hearing on the improvement of Brenner Avenue, as shown here, so some of the comments we make on Patton Road in the next minute or two will also apply to Brenner Avenue. The existing street is also a road-mix street. The width is generally 29 to 30 feet and it's more or less centered in the middle of the 60 foot right-of-way. The roadway grades here, as in the last improvement, are relatively flat, ranging from 2% to down to about 1/2% and in some locations there is also very little crown in the roadway. The pavement condition would be categorized as fair to poor. There are several
