MAYOR DEMOS: Are there any written statements?

MR. ANDRE: There are none.

MAYOR DEMOS: At this time I will open the hearing to the
public and ask t~at each speaker come to the microphone, give
his or her name and the address of the property to which they're
referring.

MRS. BECKY KRAMER, 1413 Millwood: Does anybody have a copy
of the petition that has the wording on it? I remember the
petition going around but I don't remember the exact wording on
it. (Mr. Popovich showed her a copy.) Okay, that answers one
question. The second question I had - the reason, I understand,
that the petition originally came up was because after the
storm sewer was put in, the street was not sufficiently resur-
faced. I'm wondering why it was not completed at that time, and
had. it been done, perhaps the petition would not have been neces-
sary.

MR. HONCHELL: When you say "sufficiently resurfaced", do
you mean the entire width or why a curb and gutter wasn't put on?

MRS. KRAMER: Just the entire width. Just one half of the
street had new tar put on it.

MR. HONCHELL: The reason for that is because that's the
extent of the street that was dug up for the storm sewer work
and, therefore, new pavement was put down where the old pavement
was torn out. The purpose of the storm sewer improvement was
not necessarily to build a new street - it was to put in drain-
age facilities. Therefore, the entire street wasn't repaved
because it wasn't affected.

MRS. KRAMER: It just seemed like a half-finished job to me.

MAYOR DEMOS: I'd like to say that when all of our utilities
have gone in, that's been the way that they've been done. In
fact, you will find. that the different utilities went on differ-
ent sides of the street. For instance, sewer went on one side
and water went on another and that as each went in, that half
was the only one done. That's been the pattern throughout the
City as long as I can remember. Anyone else on Millwood Avenue?
I guess I'm a little surprised that there's no more response
when it's costing that much. Is there anyone else that wishes
to speak on Millwood Avenue? If not, I'll close the hearing.

COUNCILMAN JOHNSON then introduced the following resolution
and moved its adoption:

4
