Council of the City of Roseville, Minnesota, was duly <br /> <br />held at the City Hall in said City on Monday, the 14th day of <br /> <br />June, 1982, at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Franke, Kehr and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Roger <br /> <br />Jensen of Peterson, Bell & Converse, City Attorneys; Charles V. <br /> <br />Honchell, City Public Works Director; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />MAYOR DEMOS: This hearing is for Improvement No. UL-8l-25, <br />the installation of an ornament~l street light on Avon street <br />between County Road D and Brenner Avenue. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affi- <br />davit of Publication on file. <br /> <br />MR. HONCHELL: This project was petitioned for by four of <br />the eight property owners in the affected area. It's for the <br />placement of a street light on Avon Street between County Road <br />D and Brenner Avenue. The particular area is also bounded by <br />Victoria on the west and Owasso Boulevard on the east. This <br />whole valley has been developed in the last few years and, in <br />accordance with the City code, it has underground electrical <br />facilities. Anytime there are underground facilities, Northern <br />States Power says that they will not place or maintain our <br />standard street lights and they charge more for them. In <br />trying to be equitable, the City established a procedure where- <br />by they charge for the difference between a standard light and <br />what we pay NSP when there are underground facilities. <br /> <br />In this case, the light is proposed to be placed mid-block <br />between Brenner Avenue and County Road D. At some point in the <br />future, street lights will probably be requested at the inter- <br />section of Avon and County Road D and Avon and Brenner. Avenue <br />and elsewhere throughout this area. In an attempt to find a <br />solution to charging for these - we are charging the people <br />
