Regular City Council Meeting <br /> Monday,July 11,2011 <br /> Page 15 <br /> Chair Etten advised that, with a positive response from the City Council tonight, it <br /> was the group's intent to work with the City's Bond Counsel and Finance Direc- <br /> tor on a realistic dollar amount in order to structure a resolution for City Council <br /> consideration in the near future. Chair Etten advised that it was the intent for <br /> COT's and the Implementation group to meet (scheduled for July 28, 2011) to <br /> prioritize pathways and first run projects, those items in most disrepair and work <br /> with the Parks and Recreation Commission and seek professional expertise for fi- <br /> nancing, then revise the package based on input from those community groups. <br /> Chair Etten anticipated coming back before the City Council sometime in August <br /> of this year with a more refined and specific proposal, as well as detailed financ- <br /> ing; and following the Park and Recreation Commission's August meeting once <br /> the details and prioritization are refined; <br /> While recognizing there was some sticker shock, Mayor Roe opined that he was <br /> generally supportive of the proposed approach, and that it provided a well-laid out <br /> and detailed proposal. Mayor Roe expressed his appreciation of the work done to- <br /> date; and asked that the public continue to be involved in the process and the di- <br /> rection proposed. Mayor Roe expressed his support of pursuing the next steps as <br /> outlined. <br /> Mr. Brokke encouraged the public to give him a call if they sought additional in- <br /> formation or if they had questions or comments. <br /> Councilmember Johnson echoed the comments of Councilmember Willmus; opin- <br /> ing that he viewed this as infrastructure upkeep, and that it was a duty of this City <br /> Council to keep that infrastructure updated; and he considered this to be Phase I <br /> of that process. <br /> Councilmember McGehee advised that her guidance is that she wanted to make <br /> sure no stone was left unturned as to how to make this a community-wide effort; <br /> opining that she had a problem with any additional bonds and debt service. <br /> Councilmember McGehee further stated that she found it disappointing and <br /> shocking to see the lack of maintenance and deterioration of the City's existing <br /> facilities, regpiring them to be reconstructed (e.g. fire stations and warming hous- <br /> es). She stated that in her opinion this lack of necessary and required ongoing <br /> maintenance was wasteful and shortsighted and was not a good use of public re- <br /> sources. Councilmember McGehee opined that the City couldn't pretend that it <br /> was living in the Imagine Roseville 2025 and Parks and Recreation Master Plan <br /> dream right now; and advised that she believed strongly in the constellation con- <br /> cept and system, and found no fault with the Master Plan whatsoever, but that it <br /> was simply necessary to figure out how to get to where the community wanted to <br /> go and how to utilize its amenities, including the use of volunteers and other op- <br /> tions for saving as much money as possible while making sure the City was on <br /> track to service the community as a whole, not just a few enclaves. <br />
