Regular City Council Meeting <br /> Monday,July 11,2011 <br /> Page 25 <br /> confidence that volunteer groups are available, even if he had not received any in- <br /> formation to-date as previously promised. <br /> Mr. Munson clarified that staff did provide the information on available groups <br /> for Mr. Ethan to contact, even though the mailed information was apparently not <br /> received by Mr. Ethan, it was provided in person at the counter when he came in <br /> to pick it up. <br /> Mayor Roe noted that staff had undertaken efforts to get the information to Mr. <br /> Ethen, whether he received it or not. <br /> Councilmember Willmus noted that the City Council's rationale in allowin g Mr. <br /> Ethen the 120 days in February was based on weather delays, and considering that <br /> the 120 days would be adequate time over the spring and summer. However, <br /> Councilmember Willmus noted that it was now mid-July and past the extension <br /> date; causing him to lean toward abatement with no further extension. <br /> Discussion ensued among Councilmembers on how to proceed; whether to sepa- <br /> rate the exterior stairway from painting; need for staff review of any other access <br /> to the upstairs in addition to the exterior stairway before determining if a simple <br /> demolition was sufficient without replacement; and staff's estimate for a possible <br /> reduction in the estimated work remaining to $2,000.00 rather than $3,000.00 as <br /> previously revised from the original estimate. <br /> Mr. Ethen expressed his preference for a lower cost option than the proposed as- <br /> sessment through abatement, while not being opposed to the abatement if neces- <br /> sary. Mr. Ethen reiterated his difficult financial plight, even though the home was <br /> fairly valuable. As a long-term family resident of Roseville, Mr. Ethen expressed <br /> his concern in keeping the home in his family; and expressed his interested in pur- <br /> suing resolution of the violations, depending on the availability of volunteers to <br /> reduce his costs. Mr. Ethen asked that he be allowed time to come up with esti- <br /> mates to accomplish that, at his time and expense. <br /> Councilmember McGehee expressed her personal willingness to give Mr. Ethen <br /> until next Monday to prove to the City Council that he has things lined up and a <br /> date certain for accomplishment. Barring that, Councilmember McGehee spoke <br /> in support of the abatement process, understanding the gravity of Mr. Ethen's fi- <br /> nancial situation. <br /> Mr. Munson noted that once staff obtained estimates for the work, it would pro- <br /> vide additional time for Mr. Ethen. <br /> Councilmember Johnson opined that he was not willing to be any more lenient <br /> than July 18, 2011. <br />
