<br />Each notice shall state the date, time and place of the <br />meeting, the general nature of each of the improvements, the areas <br />proposed to be assessed, the total cost of the improvements, that <br />the proposed assessment rolls are on file with the Manager, and <br />that written or oral objections thereto by any property owner <br />will be considered. The notices shall be published in the <br />official newspaper of the City at least once, and shall be mailed <br />to the owners of each parcel described in the assessment rolls, <br />not less than two weeks prior to the date of said meeting. For <br />the purpose of such mailed notices, owners of said parcels shall <br />be those shown as such on the records of the County Treasurer. <br />Every property owner whose name does not appear on such records <br />(other than owners of property which is tax exempt or is taxed <br />on a gross earnings basis) shall be deemed to have waived such <br />mailed notice unless he has requested in writing that the County <br />Treasurer include his name on the records for this purpose. <br /> <br />The motion for the adoption of the foregoing resolution was <br /> <br />duly seconded by Councilman Kehr and upon vote being taken <br /> <br />thereon, the following voted in favor thereof: All; <br /> <br />and the <br /> <br />following voted against the same: None; whereupon said resolu- <br /> <br />tion was declared duly passed and adopted. <br />
