permit is granted, then the increase in taxes - over and above
what those (inaudible) - that is what will payoff these
expenses. It freezes them for an area. You've heard other
people in the district say that taxes are going to go up and
this or that - that is not what does it. It's the difference
between - it's the increment between what was frozen and the
new construction that goes in.

Okay, I'm going to close this hearing and I think we've
answered most of the questions. Incidentally, I had called
the hearing on both the pavement and the drainage and Mr.
Honchell said that later we're going to hear the drainage. . .

MR. BRUCE BERG, 2363 Fulham Street: I just want to go on
record - I'm against that street going in because of the
increased traffic it will bring. Already I'm being woke up
at a quarter to 5:00 this morning by some semi coming down to
pick up a caterpillar. That street is supposed to be closed
right now to semi traffic. They're out there at 8:00 warming
up bulldozers on Saturday morning. It would be nice to sleep
out there. I'm dead against the street, no matter who pays
for it. I was wondering if there was some way of stopping
these semis from coming down that street that early in the
morning. They aren't allowed - that's a three-ton street and
they're not allowed to be on that street. They can go down
the service road - it's made to handle the semi traffic.

11AYOR DEMOS: Mr. Honchell, I'll let you deal with the
contractors.

MR. BRUCE BERG: I'd like a stop to it. I like my sleep
in the morning.

MR. HONCHELL: We'll talk to the contractors involved,
although I can't tell you anything about working on Saturdays

MR. BERG: I know they have to work on Saturdays, but it's
just that annoying 15 minutes they're out there revving up
those diesels - it's waking me up. You wouldn't like it if
your neighbor was out there cutting his grass that early in
the morning.

MR. HONCHELL: What I was going to recommend to the Mayor
is that the votes be taken independently because technically
one project could be approved and not the other, although if
they're both approved we anticipate combining them later into
a single contract.

MAYOR DEMOS: We could take the votes independently, but
we have to hold another hearing - I had called both of them.
Had you given the figures for the storm drainage Mr. Popovich?

MR. POPOVICH: No. You may want to just lay this over
momentarily and then go ahead into the other hearing and you'll
then have them both before you.

11
