<br />13Y1 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />August 9, 1982 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was held <br /> <br />in the City Hall In said City on Monday, August 9, 1982, at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Charles V. <br /> <br />Honchell, City Public Works Director; Robert Bell of peterson, <br /> <br />Bell & Converse, City Attorney; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultant. <br /> <br />t1AYOR DEMOS: This hearing is for Project ST-82-18, storm <br />drain near Fulharn Street. <br /> <br />MR. ill~DRE: We have the Affidavit of Publication and <br />Certificate of Mailing on file. <br /> <br />MR. HONCHELL: As in the case of the Fulham Street paving <br />hearing, this project was initiated by a petition as well. The' <br />petition was signed by 68% of the affected property and it <br />calls for the construction of storm drainage facilities to <br />serve the area immediately east of Fulham and north of Highway <br />36. The heavier bl.ack boundary line shown on the overhead <br />projector indicates the extent of the improvement area. I <br />apologize for the fact that there is a little chunk that goes <br />off the end but we couldn't squeeze anymore onto one overhead. <br /> <br />As you are aware, Hoffmann Electric has acquired the first <br />five lots and the single-family home on Fulham and is in the <br />process of developing that. In doing that development, together <br />with the anticipated future development of the remainder of the <br />single-family homes in the improvement area, there will be a <br />marked change in how the water will run off that property. As <br />you know, these are all fairly large lots today with single- <br />family development on them. Once these change to development <br />somewhat similar to the Hoffmann development, there will be <br />
