INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT <br /> 10 FORParks Representatives in attendance, Janet Thul, Luella Zibell, Nancy Robbins and Marilyn Di <br /> 11 Martino presented the parks and recreation commission and staff a check for $50,000 to replace the <br /> 12 fountain in Lake Bennett, make improvements and upgrades to the interior of the Nature Center and <br /> 13 add/replace benches in Central Park. <br /> 14 <br /> 15 FORParks has had a long standing relationship with Roseville Parks &Recreation. Friends of Roseville <br /> 16 Parks has been very successfi l raising money over the years resulting in substantial contributions to the <br /> 178 Roseville Parks system over the past 40 years. <br /> 19 2. APPROVAL OF MINUTES—JANUARY 3, 2012 MEETING <br /> 20 Minutes for the January 3, 2012 meeting were approved unanimously. <br /> 21 <br /> 22 3. MASTER PLAN IMPLEMENTATION DISCUSSION—PARK& RECREATION RENEWAL <br /> 23 PROGRAM <br /> 24 Jason Etten briefed the Commission on the first two Renewal Program Community and Neighborhood <br /> 25 meetings. <br /> 26 • The January 25th included information sharing on the 2012 projects and an overview of projects <br /> 27 and timelines for the four-year Renewal Program. <br /> 28 • On February 8th the Lexington Park Neighborhood& Community meeting included sharing the <br /> 29 previously developed park master plan, updates on projects scheduled for 2012 and feedback <br /> 30 from the community on their ideas for Lexington Park. <br /> 31 <br /> 32 Brokke discussed the Best Value Procurement Process and how it will be used by the Renewal Program. <br /> 33 Jeff Evenson and Brad Tullberg from the Parks and Recreation staff along with Kris Giga from Public <br /> 34 Works will be trained in the Best Value principles and processes by Arizona State University. Their <br /> 35 training will not only be put to use by the renewal program but will also be available for other city-wide <br /> 36 development projects. <br /> 37 <br /> 38 Etten recognized the Council's unanimous support of the Best Value Process. Best Value application can <br /> 39 be applied to most everything we do. This is a broad, new way of thinking and working with huge <br /> 40 potential for the City of Roseville. <br /> 41 <br /> 42 Brokke updated the Commission on the status of the Renewal Program fiunding. The appeal hearing took <br /> 43 place February 8. No decision was made. The courts have up to 90 days to make their decision. Staff and <br /> 44 volunteers are respectfi lly and cautiously moving forward. We will do as much as we can without <br /> 45 spending much money and working internally. <br /> 46 <br /> 47 Dave Holt inquired into how the possible 90 day will affect fi ture bond fiunding. Lonnie did not have an <br /> 48 answer and would guess that nothing more would be done until there is a riling. <br /> 49 We are looking to leverage Renewal Program funds through grants— staff are working to submit an <br /> 50 application for Legacy funds for a Langton Lake shoreline and forest restoration and an application for a <br /> 51 Community Forestry grant to add to or replace public trees. <br />
