'It <br /> �- VEEN�HILLS <br /> Approved: March 9, 2015 <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> SPECIAL CITY COUNCIL WORK SESSION <br /> FEBRUARY 2,2015 <br /> 6:30 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Grant called to order the special City <br /> Council work session at 6:30 p.m. <br /> Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes (via <br /> telephone), Dave McClung, and Robert Woodburn <br /> Absent: None <br /> Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer; <br /> Community Development Director Jill Hutmacher; City Planner Ryan Streff; Associate <br /> Planner Matthew Bachler; and City Clerk Amy Dietl <br /> 1. AGENDA ITEMS <br /> A. TCAAP <br /> Community Development Director Hutmacher indicated that the final draft of the TCAAP <br /> Redevelopment Code (TRC) would be presented by staff this evening. She explained that <br /> revisions based on Planning Commission and City Council comments over the past several <br /> months have been incorporated. It was noted that representatives of Gateway Planning and <br /> Kimley-Horn will review how developers, staff, and the Joint Development Authority (JDA) will <br /> use the TRC to consider development projects. <br /> Community Development Director Hutmacher stated that following the presentation of the <br /> final draft TRC to the City Council, the City Council may choose to schedule additional review <br /> meetings or work sessions prior to the Council's tentative approval of the document. Once the <br /> schedule is better defined, a longer-term schedule for the fit test and final approval will be <br /> compiled. Public hearings for the TRC and Comprehensive Plan Amendment will be scheduled <br /> following the completion of the fit study. <br /> Brad Lonberger, Gateway Planning, presented the TRC and discussed the structure of the <br /> document in further detail with the Council. He provided comment on how the TRC would be <br /> utilized by future developers. <br />
