-AVEN 4ILLS <br /> CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION NO. 2021-007 <br /> RESOLUTION SUPPORTING A LOCAL ROAD IMPROVEMENT <br /> PROGRAM(LRIP) GRANT APPLICATION FOR LEXINGTON <br /> AVENUE <br /> WHEREAS, the Minnesota Department of Transportation (MnDOT) has made $75 <br /> million of Local Road Improvement Program (LRIP) grant funds available statewide for 2021, <br /> 2022 and 2023 projects, with a cap of$1.25 million per project; and <br /> WHEREAS, funding is available through the LRIP for the following three project <br /> categories: Routes of Regional Significance Account, Rural Road Safety Account and Trunk <br /> Highway Corridor Account; and <br /> WHEREAS, LRIP funds can be used on reasonable elements associated with roadway <br /> construction, but cannot be used for consultant engineering and inspection, utility coordination; <br /> and <br /> WHEREAS, construction costs above and beyond a LRIP award must be funded with <br /> alternate funding sources; and <br /> WHEREAS,Ramsey County, in cooperation with the Cities of Arden Hills and Shoreview <br /> is submitting a 2022 LRIP Routes of Regional Significance application request of$1.25 million <br /> for Lexington Avenue improvements extending from County Road E to Interstate 694; and <br /> WHEREAS, Lexington Avenue through the project area is a Route of Regional <br /> Significance due to its A-Minor Augmentor functional classification, its designation as a 10-ton <br /> CSAH route, its direct connection to Interstate 694, its function as a parallel reliever route to <br /> Trunk Highway 51 (Snelling Avenue) and its significant existing/forecasted AADT of <br /> 24,900/27,500; and <br /> WHEREAS, the Lexington Avenue project will consolidate access, add a raised center <br /> median throughout the corridor and left and right turn-lanes at major intersections, provide signal <br /> and intersection geometric upgrades, and improve bicycle/pedestrian facilities and transit stop <br /> locations; and <br /> WHEREAS,the Lexington Avenue project is expected to significantly reduce right-angle <br /> and rear end crashes, improve safety for bicycle, pedestrian and transit users and improve 2040 <br /> forecasted level of service (LOS) from E/F to LOS of D or better for the entire corridor; and <br /> 1 <br /> To view the final document,access adopted Resolutions via Arden Hills Public Laserfiche Weblink by visiting cityofardenhills.org <br /> and clicking on Archived Documents under Helpful Links on our main webpage. <br />
