lt <br /> �-AR�ENHILLS <br /> • Approved: <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> SPECIAL CITY COUNCIL MEETING <br /> MAY 8,2007 6:25 P.M. <br /> CITY HALL-- 1245 WEST HIGHWAY 96 <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Pro-Tem David Grant called to order the <br /> special City Council meeting at 6:29 p.m. <br /> Present: Councilmembers David Grant, Brenda Holden, David McClung, and Fran <br /> Holmes. <br /> Absent: Mayor Stan Harpstead <br /> Also present were City Administrator, Michelle Wolfe; Community Development <br /> Director,Karen Barton; <br /> APPROVAL OF MEETING AGENDA <br /> Motion by Councilmember Brenda Holden and second by Councilmember Fran Holmes to <br /> • approve the agenda. <br /> Motion to Approve the 5th Amendment to the TCAAP Offer to Purchase. <br /> Motion by Councilmember Brenda Holden, second by Councilmember Fran Holmes to approve <br /> the 5th Amendment to the TCAAP Offer to Purchase. <br /> Councilmember Brenda Holden asked if the City will need to do another amendment, since the <br /> new deadline of June 15 could come very quickly. <br /> Community Development Director Karen Barton responded that the City may need to come back <br /> for another deadline extension,however, the goal is to meet this new deadline. Additional site <br /> characterization is on hold pending the resolution of this outstanding issue (financial assurance), <br /> so there is a strong desire to reach agreement as soon as possible. <br /> Councilmember Holden asked that City staff document this in the next Congressional letter. <br /> Community Development Director Barton summarized the most recent conference call with <br /> Army and GSA. She explained that the difficulty is that the developer has proposed an <br /> acceptable financial assurance mechanism,but the Army is trying to figure out how they can <br /> ensure that if they were to ever collect the money,that they can access it directly to ensure that <br /> clean-up is completed. <br /> • Motion to approve the 51h Amendment to the TCAAP Offer to Purchase was approved by the <br /> City Council 4-0. <br />
