""" <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF SPECIAL COUNCil MEETING <br />Vi liage of Arden HII Is <br />lJVFD Fire Statfon, 4676 Hodgson Road <br />Tuesday, March 22, 1977 - 7:30 p.m. <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, the meeting was called to <br />order by Mayor Crepeau at 7:30 p.m. <br /> <br />Roll Ca i I <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton, <br />Ward Hanson, James Wingert, Robert Woodburn. <br />Absent - None. <br />Also Present - North Oaks - Mayor Warren Johnson, Councllpersons <br />Curtis Fritze, Richar~ Lange and Mary Ann Yakel. <br />Shorevlew - Mayor James Olson, Councllpersons David McGraw, <br />Mary Newbold, R. A. Wedel I and Robert Weyandt. <br />lJVFD - Chief Koch, Fischer, Nesler, Laundervllle and <br />Luehrs of the Fire Department Board of Directors and <br />about 35 firemen. <br /> <br />This Special Meeting was called to discuss provisions of the Proposed <br />Joint Powers Agreement and Ordinance relating to fire protection <br />service. <br /> <br />A film was shown on the services and responsibilities of a fire depart- <br />ment. A brief background was then given by Mayor Olson on the negotia- <br />tions with the fire department thus far. Copies of the third draft of <br />the proposed Joint Powers Agreement and Ordinance had been distributed <br />to the.flre department for their consideration and the Fire Department <br />Board had met and reviewed the documents. <br /> <br />Discussion of Joint Powers A~reement <br />Chief Koch said that the Board approved the general concepts of the <br />documents, but found some provisions that they wish clarified and/or <br />revised. One concern of the membership was the veto power of the <br />cities; It was explained that in appropriating money and purchasing <br />equipment the cities must maintain control of these functions but that <br />the Fire Board would have other powers and responsibilities. Mr. <br />Nesler stated that the cities are assuming both responsibilities and <br />liabilities that the Fire Department now has and feels that they would <br />act ~n the best interests of all and that giving a vote on the Fire <br />Board to the Chief was a token of the confidence the cities had In <br />the Fire Department. The firemen were also concerned with their security <br />ff the relationship among the cities should change, I.e., one should <br />leave the group. It was pointed out that the agreement was en open- <br />ended one with only provisions for the termination of a partner but no <br />mention of a time limit on the arrangement. Two cities couid continue <br />the relationship or another could be added to carryon. <br /> <br />Discussion of the Ordinance <br />Sec. I - Mr. NeSler questioned the need for a treasurer; he also sug- <br />gested that the number 20 be Increased to 40 to more correctly suit <br />their needs. Sec. 2 - The benefit association wi I I remain a separate <br />entity with the pension scale intact and wil I probably carry the names <br />of both the old and new organizations. Sec. 3 - The firemen suggested <br />~he provision that the Fire Board confirm the Chief be deleted; the <br />Councils agreed to this as It later states that a Chief can be removed <br />for cause. A provision to grandfather in old officers will be added. <br />Sec. 4, E - Substitute 4 drill sessions per month for 4 hours. Sec. 6, <br />A - As it was pointed out that members now live outside the three <br />cities and valuable personnel could be lost through this provision, It <br />was agreed to delete residence requirements. B - Firemen requested <br />that the membership be given authority to dismiss a member, not the <br />Chief. 0- This section did not meet the firemen's requirements; they <br />will draft a more appropriate one. Sec. 7 - The firemen want a firm <br />compensation schedule agreed upon before finalizing an agreement; Shore- <br />view has material with which to work out a preliminary schedule, and <br />it will be accomplished this week. Sec. 6 - It was suggested that the <br />age be increased to 65 Instead of 60, and that the retirement age shoul~ <br />not be arbitrarily set at 56. <br /> <br />The firemen wIshed to know if the cities wanted to organize a rescuel <br />paramedic service; there was general agreement that they did not.
