Pre.. were notlfl.~ of Meet'nD. <br /> <br />Proposed Ord I nance '\ <br />In the discussion of Draft No. I of proposed ordinance the <br />following changes were suggested: <br />I. Change last sentence of Section' to "not less than <br />20 fire fighters and additional fire fighters to <br />adequately man available equipment". <br />2. Section 3 - Delete "regular", lines 6,8 and 10. <br />Delete "with the department" lines 6 and 8. <br />3. Section 4 (8) add chief shall have responsibllitv for. <br />4. Section 4 (D) second line, add a proposed budget <br />5. Section F consider eliminating detai I and require <br />record of al I fires "as required by Minnesota Statutes". <br />6. Add Section H to cover mutual aid agreements. <br />7. Section 6A, line 3 change to "be at least 18 years <br />of age"; must reside... <br />8. Section 6C and 0, Consider deleting and have Fire <br />Protection Board establish standards for drill and <br />fire cells. <br />9. Section 7, line I, change shall to "may". <br />10. Section 7, I ine5, add "and/or approved drill session" <br />after alarm. <br /> <br />Joint Powers Aqreement <br />Section III A should provide for one member and an alternate <br />from each City to serve on Joint Fire Protection Board. <br />Fire Chief should also be a member of the board, voting status <br />of Chief pending attorney's opinion. <br /> <br />Questions were raised concerning Section III B (bl which prOvides <br />that Fire Protection Board adopt ordinance establishing volunteer <br />fire department. Can such a board adopt ordinances? Ordinance <br />adoption Is up to City Council. <br /> <br />Joint Powers Agreement should spell out that the Fire Board Is <br />advisory to Councils. Adoption of Uniform Fire Code should be <br />added to provisions and also responsibility for preparation of <br />specifications and equipment purchases pursuant to statutory <br />requirements for Municipalities. Equipment ownership and <br />~aintenance as detailed In memo. of February 25th should be <br />Included In Joint Powers Agreement. <br /> <br />It was suggested that provisions of Joint Powers Aoreement and <br />Ordinance'De combined in one document, Fire ProteCTion Board <br />should meet monthly, Fire Department should provide monthly <br />activity report to Board and should participate in investiga- <br />tions. <br />
