Crepeau, Jr., Councilmen Ward Hanson, <br />James Wingert, Charles Crichton, Robert Woodburn. <br />Absent - None. <br />Also Present - Representative Steve Novak, Bond Counsel Peter <br />Popovich, Attorney James Lynden, Treasurer Donald Lamb, <br />Clerk Administrator Charlotte McNlesh, Police Lieutenant <br />Douglas McCall, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Crichton moved that the Minutes of the Regular CouncIl Meetlng'of <br />January 31, 1977, be approved as amended. Motion was seconded by <br />Hanson with an addendum which he read and suggested be Inserted as <br />part of the January 31, 1977 Minutes. <br /> <br />After discussion, Hanson withdrew the addendum and motion carried <br />unanimously. <br /> <br />leqlsiatlve Reoort <br />Representative Steve Novak reported pending legislative actions re <br />proposed budget reforms, state aid to municipalities, Ramsey County <br />bl lis, open meeting law changes, Dutch Elm disease programs. <br /> <br />Council expressed interest and concern re Metro Council. authority, <br />Metro housing policy and school district proposed consolidation; <br />Novak said he would keep Council apprised of hearings and status of <br />proceedings. <br /> <br />$500,000 Government Obllqatlon Refundinq Bonds of 1977 - Bid Openlnq, <br />8:00 p.m. <br />Bond Counsel Peter Popovich reported that ratings have been assigned <br />for this issue of General Obligation Refunding Bonds as follows: <br />Moody's Investors Service - Provisional A <br />Standard and Poor's Corporation - AA <br /> <br />Popovich reported that seven bids have been received; anticipates <br />savings of $74,000 to $98,000 If bids received are @ 5.25 to 4.50%. <br /> <br />(See attached Resolution for Bid Tabulation). <br /> <br />After discussion, Crichton moved, seconded by Hanson, that Council <br />adopt Resolution No. 77-10, RESOLUTION AWARDING BID TO THE FIRST <br />NATIONAL BANK OF ST. PAUL, canceling present ~evy and substituting <br />new levy. Motion carried unanimously. <br /> <br />REPORT OF ViLLAGE ATTORNEY JAMES LYNDEN <br /> <br />. <br /> <br />Proposed Zonlnq Ordinance <br />Lynden referred Council to his letter of February 10, 1977, and <br />attached memorandum re City Attorney's and Planner's Suggested Re- <br />visions to Proposed Zoning Ordinance. <br /> <br />Crichton moved, seconded by Woodburn, that Council accept definition <br />of Offlce(s) 691, as per memo of 2/10/77. Motion carried unanimously. <br /> <br />Wingert moved, seconded by Crichton, that Council accept minor change <br />in definition of "Restaurant, Fast Food" as per memo of 2/10/77. <br />Motion carried unanimously. <br /> <br />Wingert moved, seconded by Crichton, that Attorney Insert In Design <br />Standards (#12, p. 3-9) the wording as per Crichton's memo re I Non- <br />Residential Uses In Residentia! Districts: correcting types of streets <br />to correspond with ordinance definitions (p. 1-16); changing numbering <br />.of Aesthetics to #13 (p. 3-91.
