Minutes of Special Council Meeting Village of Arden Hills Tueaday, January 13, 1981 - 7:30 a.m. MSI Cafeteria Call to Order Pursuant to due call and notice thereof, Mayor Crichton called the meeting to order at 7:50 a.m. Roll Call Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst, Diane McAllister, Robert Woodburn. . Abaell t - Councilman Maurice Johnson Also Present - Ellgilleer Donald Christoffersen, Planner Orlyn Miller, CIerkAdmillistrator Charlotte McNiesh, Dan Bucholz and County Road E businesamen. The purpose of this special meeting with area businessmen waa to discuss the proposed County Road E Improvement, update eatimated costa, etc. Christoffersen reported that the NSP eatimate for under8round linss is 1l0W $274,601 a reduction of $83,499 and that NSP would enter into an agreement on method of paymellt i.e. 50% prior to construc- tion, balance 60 days followin8 completion of project. He also re- ported thst the Village has requested Ramsey County to aasist in the funding of the islands from County State Aid for Streets and the pedestrian bikeway from State Bikeway funds. The legal descrip- tions for -the easements necessary for burying the electric/telephone cable alldfor walkway have been sent to the Village Attorlley. Easemellts will be 20 ft. wide on south side and 8enerally 10 ft. wide on the north, except for Flahertys and St. Paul Book which will be 20 ft. Street lights are sited 100 ft. apart alternately (200 ft. betweell lights on each aide of street). Financing Project The feasibility report states that the assessable frontage along County Rd. E is approximately 4,000 feet, original cost eatimate of $538,500 results in a cost of $135/ft. if 100% assessed against abutting frontage. NSP's current estimate would reduce the total cost to about $455,000 or $114/ft. Roger Hauck, MSI, said the business community wants the interim deaign including buried utilities or nothillg and request 50% of coat to be on general taxes. . It was noted that the assessment formulas (percent on general taxes, front foot assesament and/or area assessmenta, number of years over which payment is spread) are determined at the assess- mellt hearing. Crichton stated he wants to do the right thing, has feit that costs of burying the cable should be assessed to benefitted property owne ra . Woodburn ~tated he felt Council was committed to 50% sharing and noted that property owners would have added expense for buryillg the cable to their buildings. McAllister stated that she was opposed to City aharillg in the cost of buryillg utilities. Patrick Flaherty said that easements being granted at no cost repre- sents a substantial dollar contribution. Planner Miller noted that easements won't affect development of properties becauae easements are within setback requirementa.
