<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS WORK SESSION MEETING <br />TUESDAY, FEBRUARY 19, 1991, 4:30 PM, CITY HALL <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, <br />Mayor Sather called the meeting to order at <br />4:30 PM. <br /> <br />ROLL CALL The roll being called, the following members <br />were present: Mayor Sather, councilmembers <br />Malone, Growe and Hansen. Councilmember Mahowald was absent. Also <br />present: Public Works Superintendent Dan Winkel, Park Director <br />John Buckley, and Clerk Administrator Gary Berger. <br /> <br />ADOPT AGENDA Malone moved, seconded by Growe, to adopt <br />the February 19 agenda as submitted. Motion <br />carried unanimously, (4-0). <br /> <br />MARKET STUDY The City Council reviewed the Arden Hills <br />existing compensation system and discussed <br />Clerk Administrator Berger's February 15 memo outlining key <br />concepts, 1990 example Stanton survey, and pages 174 and 175 from <br />the Stanton manual. <br /> <br />Staff and Council discussed the fifth step or 100% of the average <br />in step plan. Councilmember Malone indicated that there needed to <br />be a more concise way of anchoring the pay system. He felt that <br />this could more accurately be determined by a market study. <br /> <br />RFP'S Council reviewed Request For Proposal's for <br />personnel consultant from DCA Stanton, Inc., <br />Ernst & Young, Labor Relations Associates and the League of <br />Minnesota cities. <br /> <br />After discussion, Council chose to authorize the hiring of Labor <br />Relations Associates Karen Olsen to do a market study up to $5,000. <br /> <br />Council discussed the proposed City driver <br />license policy for all City employees driving <br />a City vehicle and support for the policy was <br />unanimous. Council directed staff to bring the policy to a <br />regularly scheduled Council meeting after the word "discipline" had <br />been reviewed by Karen Olsen.
