Absent: CClIll1cil1nember 'Ihanas Mahowald. Also present: <br />Engineer Mark Graham, Treasurer Frank Green, Park Director John Buckley, Public <br />Wcr-ks SUperintendent Dan Winkel, Clerk Adrninistrat= Gary Berger and Deputy Clerk <br />Catherine Iago. <br /> <br />CALL 'IO ORDER <br /> <br />ADOPl' AMENDED Malone moved, seconded by Hansen, to delete and table <br />AGENDA Item 4 (a) 1.U1der the Consent Calendar and direct staff to <br />request verification of nonprofit status of the victory <br />Achievers organization. Motion carried unanimously. (4-0) <br /> <br />Malone moved, seconded by Hansen, to adopt the January 28 <br />Agenda, as amended by deletion and tabling of Item 4(a) 1.U1der the consent <br />Calendar. Motion carried unanimously. (4-0) <br /> <br />APPROVE <br />MINUI'FS <br /> <br />Growe moved, seconded by Malone, to approve the minutes <br />of the January 14 regular Council meeting as suJ:mitted. <br />Motion carried unanimously. (4-0) <br /> <br />CXlNSENT <br />CALENDAR <br /> <br />Hansen moved, secorrled by Growe, to adopt the consent <br />Calendar, Items 4(b) thru 4(e), and authorize execution <br />of all necessary dOClllrel1ts contained therein: <br /> <br />. <br /> <br />b. Approve 1991 Business and Refuse Collector License Renewals. <br />c. Appointment to Park and Recreation Commission. <br />d. Appointment to Finance Committee. <br />e. Approve List of Claims and Payroll. <br /> <br />Motion carried unanimously. (4-0) <br /> <br />PUBLIC crnMENTS <br /> <br />PARKING; VINCE <br />LINDERS, 1945 <br />GLENPAUL <br /> <br />vince Linders, 1945 Glenpaul Avenue, appeared bef=e <br />Council to discuss a citation he received for parking <br />on his property. Linders advised he owns a vehicle which <br />he parks in his yard during the winter months, and the <br />City requires such vehicles to be parked on an improved surface. He requested <br />Council consider an amendment to the =ent requirements which allows parking on <br />an unilnproved surface during winter months. Linders explained the requirement was <br />probably :iJnposed f= control of dust and to lllnit daJnage to grass during the <br />summer months in residential areas. <br /> <br />. <br /> <br />Council1nember Hansen stated she has polled other cormnunities regarding parking <br />requirements and most cities do require parking on :iJnproved surfaces. She noted <br />that she would not fav= parking on un:iJnproved surfaces since that may =eate <br />haphazard parking on properties. <br /> <br />Mayor Sather advised Linders that this matter will be referred to the appropriate <br />citizen committee for review and recommendation and staff will contact Linders <br />regarding the outcome of the study. <br /> <br />Linders thanked Council for consideration of his request. <br />
