<br />" <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, September 13, 1982 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br /> <br />Purauant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor Robert Woodburn, Councilmen Tom Mulcahy (7:35), <br />Diane McAllister, Maurice Johnson. <br /> <br />Absent <br /> <br />- Councilman Dale Hicks <br /> <br />Also Present - Planner Orlyn Miller, Treasurer Donald Lamb, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk <br />Dorothy Zehm. <br /> <br />Approval of Minutes <br />Johnson moved, seconded by McAllister, that the Minutes of the <br />Special Council meeting of August 23rd be approved as submitted. <br />Motion. carried unanimously. (3-0). <br /> <br />Johnson moved, seconded by McAllister, that the Minutes of the <br />Regular Council Meeting of August 30th be approved as amended. <br />Motion carried unanimouslr (3-0). <br /> <br />(Mulcahy arrived - 7:35 p.m.) <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 82-20, Special Use Permit for Underground Fuel Storage <br />Tanks - East Side Bevera~e Co. <br />Miller referred Council to Planning Report of 8-27-82, and to a <br />transparency of the East Side Beverage site depicting the proposed <br />pump island for three underground 10,000 gallon fuel tanks, one <br />of which is existing (regular gasoline). <br /> <br />Miller explained that the applicant is requesting approval of a <br />Special Use Permit to permit the existing tank and two additional <br />fuel tanks (unleaded gas and diesel fuel). extending existing <br />pump island as shown on the site plan. Miller noted that the <br />State Fire Marshal's office has reviewed the proposal and has <br />determined that the separation from the building, and other fire <br />proofing measures, are in accordance with the State Fire Code. <br />Miller noted that the State Fire Marshal depends on the local <br />fire authority to inspect the tank and installation; reported <br />that the Planning Commission recommends Council approval of a <br />Special Use Permit for the tanks as proposed, with three contin- <br />gencies: <br /> <br />a) appropriate inspection and approval of the tank <br />installation by the Fire Chief, and submission of this <br />verification to the Building Inspector, prior to fill- <br />ing of the tanks. <br />b) an inventory of fuel be constantly monitored by East <br />Side Beverage to detect any fuel leakage, and to <br />notify the City of any discrepancy; inventory records <br />to be accessible to City upon request. <br />c) four protection posts be provided for each pump. <br /> <br />Carole Basil (East Side Beverage) explained that the proposed <br />tanks have been treated (are the best on the market) and are guar- <br />anteed for 30 years against corrosion; noted that a gauge will <br />meter the fuel on a daily basis (also use a "dip stick" to mea- <br />sure the fuel in the tank~ advised that 12 posts are indicated <br />on the original plans. <br />
