<br />" <br /> Minutes of Regular Council Meeting <br /> Village of Arden Hills <br /> Monday, Augus t 30, 1982 - 7:30 p.m. <br /> Village Hall <br /> Call to Order <br /> Pursuant to due call and notice the reof , Mayor Woodburn called <br /> the. meeting to order at 7:34 p.m. <br /> Roll Call <br /> Present - Mayor Robert Woodburn, Councilmen Diane McAllister, <br /> Mauri ce Johnson, Thomas Mulcahy <br />. <br /> Absent - Coun ci lman Dale Hicks <br /> Also Present - Engineer Donald Christoffersen, Donald Lund, <br /> Michael Kraemer and Howard Preston, Treasurer <br /> Donald Lamb, Clerk Administrator Charlotte <br /> McNiesh, Deputy Clerk Dorothy Zehm <br /> Business from the Floor <br /> Tim Tugg le, 4126 James Circle, asked if anything has been done <br /> relative to the proposed Arden Hills Parkway system. <br /> Councilman Mulcahy reported that the proposal was favorably <br /> received by the Parks and Recreation Committee and Planning <br /> Commission; noted that he .intends to bring the matter before the <br /> Council at a future meeting when Councilman Hicks re turns from <br /> overseas. <br /> Tuggle asked the s ta tus of the "Lindey's Triangle" property. It <br /> was reported that the matter will be before the County Board of <br /> Commissioners on Sept. 7th, meeting starts at 10:00 a..m. t Court <br /> House council chambers. <br /> Ramsey County Action Programs, Inc. - Slide Presentation <br /> Mr. James Brown, Ramsey County Action Programs Inc. (RAP) , ex- <br /> plained that the program is mandated to serve all of Ramsey <br /> Coun ty . Slides were shown depicting "what it means to be poorll <br /> and indicated four districts in St. Paul in which the program is <br /> working to ai d the poor by giving assistance in various ways <br /> (education, health care, energy assis tance, transportation etc.). <br /> Brown exp lained that the assis tance is provided to "low incomell <br /> families (e.g. family of four with income of $9,000 max per ye ar) . <br /> Gerald Singer, 1370 Eide Circle, asked how RAP approaches the <br /> suburbs. Brown said flyers are sent to all County residen ts via <br /> NSP mailings; we reach the people in any way we can - req ues t <br /> ideas on how to reach peop le in need; asked that anyone needing <br /> assistance call RAP at 227-8954. <br /> REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> Impr. No. P-81-1, Grey Fox Road - Approve Substantial Completion <br />. Counci 1 was referred to Christoffersen's letter of Aug. 19 th, <br /> recommending that the Counci 1 declare the improvement aubstan- <br /> tially complete; also re ferred Council to attached list of items <br /> to be completed or corrected. <br /> In discussion, Christoffersen noted that the temporary timbers <br />. between the tracks at the grade crossing will be replaced with <br /> permanent timbers; described incline to be about 4% - 6%. <br /> After d~scussion, McAllister moved, seconded by Mulcahy, that <br /> Council declare Improvement No. P-81-1, Grey Fox Road, as sub- <br /> stantially complete. Motion carried unanimously (4-0) . <br /> Johnston Easement- Arden Oaks Addi tion <br /> Christoffersen reported that the Johnston easement has not been <br /> resolved; described th ree alternatives: <br /> - ---------- <br />
