Absent: Councilmembers Nancy Hansen and JoAnn Growe. Also <br />present: Planner John Bergly, Attorney Jerry Filla, Erl;ineer Terry Maurer, <br />Treasurer Frank Green, Park Director John Buckley, Public Works Supervisor Daniel <br />Winkel, Clerk Administrator Gary Berger and Deputy Clerk Catherine rago. <br /> <br />CALL TO ORDER <br /> <br />AOOPr <br />AGENDA <br /> <br />Mfilone moved, seconded by Mahowald, to adopt the April 9 <br />Agenda as suhnitted. Motion carried unanimously. (3-0) <br /> <br />APPROVE <br />MINUI'ES <br /> <br />Mahowald moved, seconded by Malone, to approve the <br />minutes of the March 26 Regular Council meeting as <br />subnitted. Motion carried unanimously. (3-0) <br /> <br />CONSENT CALENDAR <br /> <br />Malone moved, seconded by Mahowald, to approve the <br />Consent Calendar for the April 9 Council Meeting and <br />all necessary documents contained therein: <br /> <br />authorize executive of <br /> <br />Adopt Resolution No. 90-14, Pr=lailning Minnesota Volunteer Week, April <br />22-28, 1990. <br />Adopt Resolution No. 90-15, Pr=lailning Earth Day, April 22, 1990. <br />Appoint Arnold Delger, 1455 Arden VieM Drive and Christopher Hang, 4247 Arden <br />View Court, to Public Safety/Works Committee. <br />Approve Purchase of Infield Groomer and Lawn sweeper. <br />Change Regular Council Meeting Date, Monday, May 28 to Tuesday, May 29, 1990. <br />Adopt Apportionment Resolutions Nos. 90-19, 90-20, and 90-21. <br />Approve List of Claims and Payroll. <br /> <br />Motion carried unanilnously. (3-0) <br /> <br />PUBLIC CCM1ENTS <br />REQUFSI' SI'REEI' <br />LIGHI'S <br /> <br />Mayor Sather explained this matter will te discussed at a <br />future meeting as the resident was not prepared to <br />present the request at this t:i1ne. <br /> <br />Mayor Sather asked if there was anyone present who wished <br />to te heard. <br /> <br />GEESE PROBLEMj <br />lAKE JOHANNA <br /> <br />Tom Ludlow, 1515 El::igewater Avenue, explained the problems the residents in this <br />area are experiencing due to the geese. He advised the mnnter of geese increase <br />each year and the ex=ement =eates an unhealthy abnosphere for residents. Ludlow <br />stated the residents have tried various methcds to remove the geese from this <br />area and have failed. He explained his wife directed a letter to the City in <br />November 1989 and the response in:licated the best t:i1ne to deal with the geese is <br />in the summer months. <br /> <br />Ludlow questioned if the residents could initiate a "Hunter/stalker" approach to <br />elbninate the geese from the area. He explained this methcx:l =eates a hostile <br />environment to discourage the geese from nesting. Ludlow des=ibed the methcx:l <br />involves stalking the family of geese to =eate an anxious atmosphere and <br />discharging firearms, with blank loads, to =eate a fear of the area. He advised <br />the second phase of the program would involve placement of several swan decoys on <br />the lake j both phases are necessary to deter the geese from nesting in the area. <br />
