<br />RESOLUTION NO. 84-8 <br /> <br />CITY OF Arden HIlls <br />COUNTY OF Ramsey <br />ST~TE OF MINNESOTA <br /> <br />. <br /> <br />RESOLUTION RECOMMENDING THAT THE STATE OF MINNESOTA LOCAL <br />GOVERNMENT AID FORMULA BE FROZEN FOR FISCAL YEAR 1985 <br /> <br />WHEREAS, the local government aid formula does not <br />distribute aid in a systematic way that is fair because <br />of continual piecemeal modifications; and <br /> <br />WHEREAS, the local government aid formula was changed <br />in 1983 to affect the 1984 fiscal year because of inequities <br />in the distribution to cities; and <br /> <br />WHEREAS, the 1983 changes in the local government aid <br />formula has caused an even more unfair distribution to <br />cities; and <br /> <br />WHEREAS, allowing the formula to continue would cause <br />another unfair change in the redistribution for fiscal <br />year 1985; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that: <br /> <br />1. The State of Minnesota should freeze the <br />formula affecting fiscal year 1985 so that <br />the formula does not again redistribute <br />aid even more inequitably. <br /> <br />2. The State of Minnesota review and change <br />the local government aid formula to be <br />equitable for the 1986 fiscal year. <br /> <br />Adopted this <br /> <br />12th <br /> <br />day of March <br /> <br />, 1984. <br /> <br />K~~ <br /> <br />'Robert L.
