<br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF ARDEN HILLS <br /> <br />Resolution No. 85-23 <br /> <br />OPPOSING PUBLIC BOAT ACCESS AND CHEMICAL <br />TREATMENT ON LAKE JOSEPHINE <br /> <br />. <br /> <br />WHEREAS, The Rice Creek Watershed District has <br />made application to the Environmental Protection Agency (EPA) <br />for a grant to complete projects in the district which included <br />restoration of County Ditch 4 and a restoration project on <br />Lake Josephine, and <br /> <br />WHEREAS, this is being processed by the Minnesota <br />Pollution Control Agency (PCA) , and <br /> <br />WHEREAS, at a meeting on January 31, 1985, the <br />PCA representative has stated that all grants would be conditional <br />on a public boat access on Lake Josephine, and <br /> <br />WHEREAS, the DNR stated that Lake Josephine is <br />on their list for obtaining a public boat access, and <br /> <br />WHEREAS, the Arden Hills City Council has been <br />studying the matter, and representatives of the City have <br />attended meetings with the state and local agencies and with <br />concerned citizens living on Lake Josephine, and <br /> <br />WHEREAS, the City Council received a petition on <br />May 13, 1985, signed by 59 Arden Hills residents, opposing <br />the lake restoration and the public boat access, <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Arden <br />Hills City Council opposes the installation of a public boat <br />access on Lake Josephine for safety reasons because of the <br />size and depth of the lake and lack of ability to control <br />the added traffic, and <br /> <br />BE IT FURTHER RESOLVED, that the Arden Hills City <br />Council opposes treatment of the lake with calcium nitrate <br />which is considered to be experimental with no proof of its <br />effectiveness, and <br /> <br />BE IT FURTHER RESOLVED, that the Arden Hills City <br />Council opposes the fish kill which it deemed unnecessary. <br /> <br />Unanimously passed by the Arden Hills City Council <br />this 13th day of May, 1985. <br /> <br />. <br /> <br />f~~w~ <br /> <br />Robert L.
