<br />, <br /> <br />~ .~. <br />" , <br /> <br />.':. <br /> <br />.. <br /> <br />MInutes of Special Council Meeting <br />VI I lage of Arden Hi lis <br />Wednesday, June 23, 1971, 6:00 p.m. <br /> <br />Ca II to Order <br /> <br />The meeting was cal led to order at 6:00 p.m. by Mayor Crepeau. <br /> <br />Roll Call <br /> <br />Present: Mayor Crepeau, Councilmen Olmen and HerrIck <br />Absent: Councilmen Hollenhorst and Henderson <br />Also Present: Clerk Administrator Lorralna Stromquist, Attorney <br />Vincent P. Courtney and ~r. Richard M. O'Kelly <br /> <br />Appointment of Vlllaqe Treasurer <br /> <br />Motion was made by Herrick, seconded by Olmen, that Mr. RIchard M. <br />.D'~elly be appointed to the office of Village Treasurer fo fulfill <br />the unexpired term of Worth G. Read; appointment effectIve June 23, <br />1971 through December 31, 1971; motion carrIed unanimously. <br /> <br />Mr. O'Kelly submItted his resignation as ChaIrman of the Village <br />Finance Committee. The Council accepted the resignation and <br />commended Mr. O'Kelly for hIs past services In that capacIty. <br /> <br />Mr. O'Kelly was sworn Into office by Attorney Courtney. <br /> <br />Administration of Treasurer DutIes and Records <br /> <br />Mr. O'Kelly announced that hIs records as Village Treasurer wIll <br />be kept on fIle at the Village office on a separate basIs from <br />the accounting records of the Clerk Administrator. He requested <br />that a member of the Village office staff be assigned the clerIcal <br />duties of book entry and filing of such records. The Council <br />authorized Mrs. Stromquls' to assign an employee to this positIon, <br />stating that while such employee Is actIng In this capacity She Is <br />to be under the directIon of Treasurer O'Kelly. The amount of <br />tIme required for such clerical dutIes was estimated to be I hour <br />per day. The Council further directed Mrs. Stromquist to provide <br />said service from the existing office staff on an overtime basIs, <br />such time to be over and above regular office hours and present <br />overtIme beIng worked. <br /> <br />Meeting with VlllaQe Auditor <br /> <br />Mayor Crepeau and Mr. O'Kelly agreed to schedule a meeting wIth <br />Village Auditor John Mattila to review th~ Treasurer's record <br />system and to determine how former Treasurer Worth G. Read's <br />records should be filed. <br /> <br />Mrs. Stromquist reported that Mr. Read's past records have been <br />turned over to the Vi Ilage by Mrs. Worth Read, and are now stored <br />at the Village office. <br /> <br />Treasurer's SiQnature on Vlllace Checks <br /> <br />Mrs. Stromquist was requested to have the necessary bank resolutIons <br />and signature cards ready at the meeting of June 28 for Council <br />actIon to authorize ~r. O'Kelly to sign Vii laga checks. <br /> <br />It was agreed upon ~y the Councl I and Treasurer O'Kelly that Clerk <br />Administrator Stromquist be authorized to use a signature stamp <br />for Treasurer O'Kelly's signature on Village checks In his absence <br />due to out of town trips and when legal pr necessary In order to <br />pay routine paymants due or bills Involving discounts for prompt <br />payment. <br />
