<br />~ <br />~~HILLS <br /> <br />DATE: April 18, 2008 <br /> <br />TO: Mayor and City Council <br /> <br /> <br />FROM: Jim Willis, Interim City Administrator <br /> <br />SUBJECT: TCAAP - RRLD update and discussion <br /> <br />The TCAAP project continues to occupy a significant amount of time on the part of both the City <br />Council and your staff/consultants. The recent Council direction with respect to some of the <br />transportation issues related to the alignment of TH lOin the area of the proposed TCAAP <br />interchange and the continuing work of Bolton & Menk are signs of continuing progress in this <br />area. <br /> <br />There have been no substantive meetings regarding other TCAAP issues recently; however I <br />know from conversations with Stacie Kvilvang that she anticipates discussions resuming shortly. <br /> <br />Rick Collins of Ryan has requested an opportunity to update and discuss with the Council on <br />their development process and work schedule to accomplish a property sale/transfer in 2009. <br /> <br />I understand that the Council expects its negotiating team, consisting of Stacie Kvilvang, Sid <br />Inman, Steve Bubul and the City Administrator, to spearhead this effort. I do view the <br />presentation Rick Collins at your Work Session as an opportunity to further open dialogue with <br />RRLD and the City; I do not expect it to be a means of by-passing your negotiation team in the <br />continuing effort to draft a Master Development Agreement (MDA). <br />
