CITY OF ARDEN H1LLS <br /> <br /> ORDINANCE N0. 218 <br /> <br /> FLOOD PLAIN MANAGEMENT ORDINANCE <br /> CITY OF RRDEN HILLS, MINNESOTA <br /> <br /> <br /> SECTION I STATUTORY AUTHORIZATION, FINDINGS OF FACT AND PURPOSE <br /> A. Statutory Authorization The Legislature of the State of Minnesota has, - <br /> in Minnesota Statutes Chapter 104 and M.S.A. 462.357, delegated the <br /> responsibility to local governmental units to adopt regulations designed <br /> ' to minimize flood losses. Therefare, the City Council of Arden Nilis, <br /> Minnesota does ordain as follows: <br /> <br /> B. Findings of Fact <br /> 1. Existence of Flood Hazards. The flood hazard areas of Arden Hills, <br /> Minnesota, are subject to periodic inundation which results in <br /> potential loss of life, loss of property, health and safety hazards, <br /> disruRtion of corrmerce and governmenta) services, extraordinary <br /> public expenditures for flood protection and relief, and impairment <br /> of the tax base, all of which adversely affect the public health, <br /> safety, and general welfare. <br /> 2. Methods Used to Analyze Flood Hazards. This Ordinance is based upon <br /> a reasonable method of analyzing flood hazards which is consistent <br /> with the standards established by the Minnesota Department of <br /> Natural Resources. <br /> C. Statement of Purpose It is the purpose of this Ordinance to promote the <br /> public health, safety, and general welfare and to minimize those losses <br /> described in Section I-B1 by provisions contained herein. <br /> <br /> SECTION II GENERAL PROVISIONS <br /> <br /> A. Lands to Which Ordinance Applies This ordinance shall apply to all lands <br /> within the jurisdiction of Arden Hills shown on the Official Zoning Map <br /> as being located within the boundaries of the Floodway, Flood Fringe, and <br /> General Flood Plain. <br /> B. Establishment of Official Zoning Map The Official .Zoning Map together <br /> with all materials attached thereto is incorporated herein by reference <br /> and declared to be a part of this ordinance. The attached material shall <br /> include the Flood Insurance Study for the City of Arden Hills prepared <br /> by the Federal Insurance Administration dated January 2, 1981, and the <br /> Flood Boundary and Floodway Maps and Flood Insurance Rate Maps therein. <br /> The Official Zoning Map is on file at all times in the Office of the <br /> Administrator. <br />
