APPROVAL OF THE AGENDA <br />2. APPROVAL OF MINUTES of the previous meeting Jan 13, 2026 <br />3. PUBLIC INQUIRIES <br />4. ANNUAL ELECTION <br />4.1. Background: There are currently 3 seats available in this election: Linda Hansohn, Kent Stennes and Renee Marino. <br />Renee is currently filling the vacancy left by Susan Johnson and the person that will filling that seat will be valid until <br />2028, Linda and Kent’s seats will expire in 2029. <br />4.2. Action: Determine the list of candidates and provide secret ballots to all attendees. Tally votes and determine new Board <br />members <br />5. OLD BUSINESS <br />5.1. 2026 PMP and Karth Lake Pump System updates. David Swearingen <br />5.1.1. Background: The streets on the north side of Karth lake will be undergoing a pavement rehabilitation project in <br />2026. This project will include work on the Cummings Park retaining wall and lake pump system. A special meeting <br />on 4-7-2026 was held to determine if the resolution signed on 1-13-2026 was still acceptable given the new pricing. <br />5.1.2. Action: Get an update from David about the project and determinations made by City Council regarding pump <br />system upgrade and final levy. <br />5.2. Water quality monitoring for Karth Lake for 2025. Gary Gerding <br />5.2.1. Background: The KLIDB has participated in the Citizen-Assisted Monitoring Program (CAMP) with the <br />Metropolitan Council by coordinating volunteer sampling of Karth Lake’s water quality since 2006. <br />5.2.2. Action: Provide any updates for 2025 sampling program. <br />5.3. Ice in/out dates for the past several years. Gary Gerding <br />5.4. PMP1 project plan. David Swearingen <br />5.4.1. Background: Now that large areas have been clear cut, we would like David to provide additional detail and updates <br />about the revegetation plans for the retaining wall and holding pond areas. Since this is an annual meeting, it would <br />be helpful if David could review the drawings in the request for proposal document for those sites so both the board <br />and the public can understand the final design. Are there details beyond those drawings such as revegetation plans?. <br />Will there be trees and shrubs planted or will it just be grass-seeded mat that was placed on all of the graded areas of <br />the BMP1 site? <br />5.4.2. Action: The plans calls for MnDOT Type 20 (Southern Shortgrass Roadside - SSR) which is a specialized native <br />seed mix designed for full sun to part-shade, dry soil areas in southern and central Minnesota. It supports pollinators, <br />requires minimal mowing, and is ideal for inslopes and medians. <br />5.4.2.1. Purpose: Erosion control, roadside stabilization, and pollinator habitat in dry, sandy, or rocky soils. <br />5.4.2.2. Species Composition: Typically includes shortgrass prairie species suitable for drought-prone areas. <br />6. NEW BUSINESS <br />6.1. Plan for 2026 removal of Purple Loosetrife. Verify that we have the permit. <br />6.2. Update on the DNR lake gauge and current lake level. <br />6.2.1. The lake gauge was installed on Renee’s shore on 4/9 and the current water level is 934.31. That is close to the DNR <br />"pump-off" level. She plans to keep David apprised weekly going forward so that once he knows the construction <br />schedule and the period of time when pumping will not be available, he can make a call on whether to pump ahead <br />of that period.)
