t' <br /> Res. #11 -019 <br /> A RESOLUTION DIRECTING A REDUCTION IN FULL -TE%IE STAFF <br /> WHEREAS, the City's General Fund budget has been increasing during recent years at a <br /> rate of which is roughly the same rate as growth in new tax base, and <br /> WHEREAS, staffing was increased during that same period, and <br /> WHEREAS, the tax base of the city is no longer growing significantly, and <br /> WHEREAS, revenue from sources other than taxes has decreased significantly in recent <br /> years, and <br /> WHEREAS, the rate of taxation for properties in Centerville is higher than similar <br /> properties in neighboring communities, and <br /> WHEREAS, the City's rate of taxation may be a disincentive to new building activity, <br /> and <br /> WHEREAS, the City anticipates that the cost of a program to maintain its streets will <br /> require additional spending, and <br /> WHEREAS, the City Council has determined that the street maintenance is a very high <br /> priority in order to protect the substantial investment that has already been made in <br /> streets, and <br /> WHEREAS, in order to fund the street maintenance program, further cuts on other <br /> budget expenditures will be needed, and <br /> WHEREAS, the City has completed an analysis of current staffing levels (a copy of <br /> which is attached hereto made a part of this resolution) and <br /> noticeable, two positions may be reduced, and <br /> WHEREAS, the City Council noted that some of the City's services may have to be <br /> reduced as a result of staff reductions. <br /> NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF <br /> CENTERVILLE, NIINNESOTA: <br /> 1. That the Council hereby directs that the Administrator implement a reduction <br /> in staffing levels by two full -time positions in accordance with the staffing <br /> analysis. <br />
